Position Description




The Harris County Tax Assessor-Collectors Office is seeking a Deputy Specialist of the Auto Special Services Division. This is a customer service role responsible for processing vehicle titles andregistrations as well as managing tasks related to rejections special plates and disabled applications. This role also involves compiling reports and reconciling fees to ensure the accurate closeout of transactions.

About the Tax Assessor-Collector
The Harris County Tax Assessor-Collectors Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government handling various financial and administrative tasks including:

  • Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Manage commercial and residential vehicle registration issue license plates and handle vehicle title transfers including the collection of associated fees.
  • Oversee voter registration within the county issue voter registration certificates and maintain an accurate voter registration roll.
  • Collecting certain fees fines and revenues related to permits or state mandates depending on the countys needs.


Duties & Responsibilities:

  • Examine and sort for issuance or denial of vehicle titles exempt plates disabled placards and mechanic lien and registration renewals.
  • Process vehicle title title rejection correction exempt title and registration and disabled applications in the RTS automated system
  • Compile and sort receipts in a neat and orderly fashion.
  • Balance checks title work to RTS report including placing all on the cart to be locked up in the vault overnight.
  • Process all mail drop off and inter-office work in a timely manner.
  • Answer telephone inquiries from customers and provide timely and accurate information; process all mail drop off and interoffice work in a timely manner.
  • Review and verify the authenticity of documents presented for vehicle registration and titling including titles proof of identity and proof of ownership.
  • Utilize specific state tools and guidelines to confirm the validity of documents and detect any signs of fraud such as forged signatures or altered titles.
  • Provide timely and accurate information to customers.
  • Attend training classes upon request.
  • Required to take eLearning modules for each RTS security permission per Senate Bill 604 86th Legislature.
  • Required to cross-train and assist in other sections as business needs permit.
  • Perform any duties assigned within the scope of responsibility and requirements of the position.
  • Have a working knowledge of the services provided by this office.
  • Other duties as required and requested by the Auto Special Services Division Management.

Requirements

Education & Experience:
  • High school diploma or GED equivalent from an accredited institution within the U.S.
  • Must have current auto experience within the Tax Office
  • Minimum of (6) months of customer service experience to include cash handling from retail banking or similarly situated operations environment
  • Minimum typing speed of 30 wpm

  • Customer Service: Delivers outstanding customer service by addressing inquiries and resolving issues with professionalism
    and empathy. Strong communication skills and a customer-focused approach enhance satisfaction loyalty and business reputation.
  • Fraud detection: Possesses a fundamental understanding of fraud prevention techniques and documentation authentication processes with the ability to identify potentially fraudulent activities and verify the authenticity of documents to ensure compliance with company policies and industry standards.

Education & Experience:

  • Minimum of (6) months of auto experience within the Tax Office AND successful completion of formal auto training

General Information

Work Environment and Physical Demands:

  • Typically an office environment with adequate lighting and ventilation and a normal range of temperature and noise level some physical effort required which may involve long periods of standing walking bending reaching stretching climbing lifting up to 50 lbs. or similar activities (e.g.. filing delivering sorting)
  • Work assignments are diversified. Examples of past precedent are used to resolve work problems. New alternatives may be developed to resolve problems
  • A frequent volume of work and deadlines impose strain on a routine basis
  • Regular application of basic skills (calculator keyboard hand tools eye/hand coordination)

Position Type and Typical Hours of Work:

  • Monday-Friday 7:45 am - 4:45 pm; subject to overtime and weekends
