Description of Work

The North Carolina Department of State Treasurer (DST) is seeking a highly motivated and detail-oriented Legislative Research Analyst to support the agencys efforts in tracking and evaluating legislation conducting legislative research managing constituent services and ensuring effective organizational coordination. This is a full-time position (40 hours per week) withState Benefits including health insurance paid vacation paid sick time paid holidays as well as retirement.

About us:
TheOffice of State Treasurer (OST)serves as the organizational hub of the Department and its divisions. OST provides core services that serve the individual divisions including strategic planning human resources communications legal support and external (and legislative) affairs.This position will interact with agency leadership elected officials and their constituents; perform in-depth research and analysis of state policies; and assist in the communication of key issues to various stakeholders.

Job Duties:

Monitor legislative bill filings and amendments legislative hearings floor votes board meetings news reports and social media activity and keep the Departments legislative liaisons apprised of any relevant developments.
Prepare bill summaries talking points background materials and presentations.
Build and maintain detailed legislative tracking reports to share regularly with agency leadership.
Identify subject-matter experts within Department and work with them to respond to state officials requests for data information and constituent service requests in a timely and professional manner.
Manage and track constituent service casework ensuring all inquiries are documented and followed up appropriately.
Support the coordination of internal and external meetings briefings and hearings related to legislative matters.
Serve as the lead coordinator of the Department of State Treasurers Internship Program and work closely with Human Resources on recruiting and evaluating candidates.
Provide general support as needed to the Deputy Treasurer for External Affairs and legislative liaison.

TheDepartment of State Treasurerscampus is located on Atlantic Avenue is surrounded by many shopping centers and restaurants has access to a 24-hour 7-day a week free gym on the campus and has free employee parking.

Knowledge Skills and Abilities / Competencies

Experience in legislative work public policy research and analysis government relations public affairs public relations or constituent services.
Professional experience writing letters and other forms of written communications. (HR would like to require a cover letter and can evaluate this if candidates meet other qualification.)

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution; or an equivalent combination of education and experience.
