Job Description

Description

Coordinates plans and supervises the technical and professional work in analyzing implementing and supporting various information technology projects. Leads the development of project management methodologies oversees concurrent projects and advises executive leadership on project activities. Manages the production and submission of student data files and state reports. Performs other duties as assigned.



Responsibilities
  • Works with key administrative staff to define and document current business practices and how to best leverage technology in existing or re-engineered business processes and solution design activities. Analyze document and develop proposals complete needs assessments and requirements analysis related to student information systems.
  • Manages IT projects by determining the project approach staffing responsibilities and closely with management owners/stakeholders to understand business needs processes and data sources; translate these business needs into clearly defined and documented detailed requirements; develop functional specifications and use cases.
  • Plans guides and directs the work of employees and consultants on projects. Provides leadership and coordinates the work of project teams with the work of other departments and teams. Assigns reviews and evaluates the work of team members. Monitors the progress of detailed tasks and project risk. Advise management on project status. Communicate with external vendors County State and Federal agencies regarding project activities.
  • Ensures that projects are completed in accordance with established deadlines budgets and appropriate project and support documentation at project completion. Build relationships with users technical staff management and end users to determine and resolve issues with systems implementation.
  • Oversee the development modification maintenance and continuous improvement of reporting processes. Oversee the production and submission of state report files related to special education.

  • Works collaboratively with other central offices in particular special education on technical system supports.

  • Supervises team of developers working with PostgreSQL and SQL Server. Coach team members on best practices and review the work of developers.
  • Provides Tier III support for issues arising in any of our student information systems.


Qualifications

Education Training and Experience:

  • Graduation from an accredited college or university with a bachelors degree.
  • Four years of experience in project management systems analysis or related experience in the field of information technology.
  • Experience handling complex tasks with SQL and Systems Development Lifecycles (SDLC).

Note: Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the class may be considered.

Knowledge Skills and Abilities:

  • Ability to analyze and evaluate the feasibility and suitability of information technology projects.
  • Ability to implement information technology projects within established time frames.
  • Ability to establish and maintain effective working relationships.
  • Ability to coordinate the work of a team with the work of other units within the Department of Technology and other key administrative departments.
  • Ability to prepare and present administrative reports and project updates for management.
  • Ability to effectively manage diverse teams to work for multiple clients and manage conflicting priorities.
  • Thorough knowledge of project management.
  • Knowledge of the principles and practices of planning developing managing and implementing an information technology project.
  • Thorough knowledge of federal state special education laws (IDEA COMAR) and processes is preferred.
  • Knowledge in development of customizations within third party products.
  • Knowledge of business operations processes and procedures.
  • Knowledge of processes methods and techniques utilized to analyze and evaluate business operations.
  • Ability to administer multiple projects simultaneously.
  • Skill in assigning coordinating monitoring and managing information technology projects.
  • Skill in coordinating leading and guiding effective teams.
  • Ability to establish and maintain effective working relationships with departmental staff office-based and school-based employees.
  • Demonstrated high level written and verbal communication and negotiation skills and the ability to influence stakeholders.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment. Duties require travel to schools and facilities throughoutBaltimore County.

FLSA: Exempt

RETIREMENT: Eligible for the Baltimore County Employees Retirement System.

GRADE: OPE Grade 9

SALARY:$95138 - $150025(Valid Until 12/31/2025)

$97754 - $157234 (Effective 1/1/2026)
