The position of Parole Case Analyst II is the advanced level of analyst work within the Parole Commission. This position will perform both advanced level analyst work within the Parole Commission and will handle special work projects and assignments for the Parole Commission. Advanced level analyst work requires more in-depth knowledge of multiple sentencing laws and the computation of eligibility dates knowledge of both the prison and probation/parole systems and knowledge of the psychological and sociological aspects of offenders and the availability of resources to promote social rehabilitation of offenders.Special work assignments focus on providing quality assurance within the Parole Commissions caseload work and promote operational efficiency through the special work projects and tasks assigned to the position by managers and supervisors.
The positions caseload work typically involves analysis of post-release supervision cases misdemeanor and felony parole cases including Life sentences judicial review Life Imprisonment Without Parole cases and occasional work with mixed law sentences. Work involves compiling information on offenders utilizing a variety of reports and criminal databases creating a detailed written case analysis and making recommendations to Parole Commissioners on the feasibility of granting parole or setting the conditions of post-release supervision. Recommended supervision conditions may include the placement of offenders in specific types of transitional treatment and/or supervision programs to address offenders needs if or when released to supervision. Position may coordinate releases to other states or jurisdictions such as for Interstate Compact transfer Immigration or release to pending charges. Position is responsible for reviewing and compiling all pertinent data related to each case file such as crime version socioeconomic data criminal history drug and alcohol history institutional reports and from criminal databases such as OPUS records (mainframe and web-based) OMNIDOCS CJLEADS court records from the Administrative Office of the Courts and E-courts motor vehicle records and ICOTS.
The special work assignments and projects within the Parole Commission typically involve work with specialized populations such as sex offenders and Life Sentence offenders being considered for clemency. This position will assist with court-ordered record requests and perform other recordkeeping duties to include work with the Governors Clemency Office review or creation of statistical reports using Microsoft Word and Excel and entry of records and data into computer programs such as Share point and Power DMS. Work involves the review of confidential/privileged/sensitive communications of offender records including psychological and medical records and victim information. Effective communication with offenders and their family members victims and their family members attorneys and other interested parties of any case is required. Special work assignments will also include individual tasks and work in teams.

The Post-Release Supervision and Parole Commission is the agency responsible for releasing offenders under eligibility guidelines established in North Carolina General cases where the Commission has discretionary release authority this mission is accomplished through thorough analyses to determine when and under what circumstances it is in societys best interests to allow an offender to be released from prison and serve a portion of the sentence under supervision in the cases where the Commission does not have discretionary release authority this mission is accomplished through establishing conditions of supervision and an aftercare program that will enhance the probability that the offender will be successfully reintegrated back into the community.
