BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Background
The Ethics Office of WFP was created by ED Circular 2008/002 and is mandated by the Secretary- Generals Bulletin ST/SGB/2007/11. The Ethics Office (ETO) assists the Executive Director in ensuring WFP functions consistent with the highest standard of integrity as required by the Charter of the United Nations the Standards of Conduct for International Civil Service the WFP Code of Conduct other relevant administrative issuances and high ethical standards. The Ethics Office fosters an ethical culture through a holistic approach.
The Ethics Consultant will report to the Senior Ethics Officer and work collaboratively with the Ethics Officers and others in the Ethics Office to support the ethical culture of WFP through the mandate of the Ethics Office. The Ethics mandate covers:
Advice and Guidance.
Standard Setting and Policy Support.
Protection Against Retaliation - Whistleblower Protection.
Education Outreach and Training and Annual Conflicts of Interest and Financial Disclosure Programme.
The Consultant will work primarily on advice and guidance and other projects within the scope of the mandate as assigned. The Consultant should have the competencies to assist all components of the mandate of the Ethics Office and in enhancing the effectiveness of the Ethics Office through enhanced and sustained infrastructure and accountability.
ACCOUNTABILITIES/RESPONSIBILITIES:
1 Provide confidential advice and guidance on ethics standards of conduct and conflict of interest to employees as individuals and as managers.
2 Provide advice to management on institutional and organizational conflicts of interest.
3 Advise of possible avenues to address sensitive situations concerns and ethical dilemmas and on making obligatory disclosures for example as related to gifts.
4 Advise on the formulation and drafting of policies guidelines and standards of practice.
5 Innovate through proactive guidance and tools.
6 Advise on the design of learning advocacy and education initiatives aimed at enhancing the capacity of WFP employees to understand and act upon the organizational values and standards of conduct as well as resolving conflicts of interest and other ethical dilemmas. Take forward lessons learnt from unique advisories for more widespread application.
7 Facilitate training on ethics when needed.
8 Contribute to infrastructure and accountability in the Ethics Office for example by creating standard operating procedures and advising on the articulation of the Ethics Office priorities for operational strategies.
9 Provide input to the Ethics Office annual performance plan (APP) submission and other organization-wide performance exercises as needed.
10 Lead and manage the work of the Ethics Offices Case Management system on the area of advice and guidance including the in-depth analysis of quantitative and qualitative data and creation of reports towards the identification of risks trends and opportunities to fill knowledge gaps/weaknesses and planning and prioritizing preventative actions.
11 Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Advice is properly and timely provided and recorded.
Work independently and competently to effectively efficiently and as opportunities arise--with innovation and initiative--to conclude mandatory and ad hoc projects.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in law ethics government public administration international affairs compliance or other related fields.
Experience:A minimum of 10 years or more of professional experience in ethics legal compliance or other related areas. Experience in working in ethics and compliance at international organizations level is desirable.
Knowledge & Skills: Ability to work productively respectfully independently yet collaboratively with colleagues in the Ethics Office and other subject matter experts in WFP and in the profession of Ethics and with appropriate oversight; prioritize; be responsive to the field and to high risk/sensitive/time sensitive issues; provide advice and guidance to a wide arrange of stakeholders on a wide array of ethics issues; manage projects; and to manage multiple issues and multiple projects simultaneously and successfully and to meet deadlines.
Sound knowledge of ethics concepts best practices and trends.
Planning and organizational skills and ability to solve complex problems and exercise sound reasoning.
Ability to establish and maintain effective relationships with clients peers and counterparts and provide client-oriented service.
Demonstrated ability to produce high-quality written outputs and ability to present them in French and English.
Languages:Fluency in oral and written English and Spanish required; and Knowledge of another official UN language (Arabic Chinese English French Russian and Spanish) or Portuguese (one of WFPs working languages) desirable Other: Excellent knowledge of English. Working knowledge of another official UN language is preferred
