Reporting to the Manager of Compliance and Special Investigations you are involved in inspections and investigations to ultimately determine the appropriate action to be taken under the Revenue Act the Petroleum Products Pricing Act the Sales Tax Act and Regulations made pursuant to these Acts. You collaborate regularly with other provincial departments and/or law enforcement agencies.
-Conducting investigations into complaints received by the Compliance & Special Investigations section. This includes conducting routine investigations and compliance inspections of corporations businesses and individuals engaged in the importation distribution sale and consumption of petroleum and tobacco products in Nova Scotia. This may include informal tasking or assignments with other provincial departments or law enforcement agencies for short periods of time.
-Participating in both mobile and stationary surveillance and sample purchases of evidence pursuant to the provisions of the Revenue Act and Regulations and under the provisions of Section 25 of the Criminal Code.
-Ensuring excellent documentation on any investigation and that the appropriate forms are completed. Preparing and submitting Operational Plans dealing with the operational effectiveness of personnel involved in the operation is also required. Ensuring that all safety concerns as identified in the plan are enforced.
-On more complex assignments consulting with others to determine whether investigational evidence justifies the seizure of records either by statutory authority or whether a search warrant is required under the appropriate legislation. If so preparing and obtaining search warrants in accordance with the appropriate statutes and assisting in the planning and execution of the search seizure and securing of exhibits.
-Submitting the search warrants for review and approval. Ensuring that the Report to Justice and Retention Orders are prepared and filed with the applicable court in a timely manner.
-Reviewing evidence to ensure applicable charges are prepared and laid within the appropriate limitation of action period.
-When prosecution action is warranted ensuring Crown briefs are completed witnesses are subpoenaed accused persons summoned and all are served with the necessary documentation. Ensuring that exhibits are prepared for admission into evidence.
-May be required to testify in court.
To be considered for this opportunity you have successfully completed Police Training and in addition you hold three (3) years related experience or an equivalent combination of training and experience. Training must include investigation or forensic accounting/auditing.
The position requires a significant amount of computer usage; therefore you must be proficient in Excel MS Word Outlook and Internet and you have the aptitude to learn other work-related programs.
Due to the nature of the work you must not possess a Criminal Record within Canada and you must be eligible to be appointed as a Special Constable (Peace Officer) under the Nova Scotia Police Act.
In addition you possess:
-A high degree of initiative and objectivity and the ability to manage assigned tasks or projects to ensure they are completed in a timely manner.
-The ability to work independently.
-Attention to detail to remain current on all aspects of ongoing files.
-Strong analytical and investigative skills.
-The ability to respect confidentiality
Due to the nature of the investigations under the Revenue Act (tobacco and fuel products) you must be able to obtain a valid WHIMS certification and a basic knowledge of relevant dangerous goods. An enhanced Security level screening as required by the RCMP Municipal Police Forces and or Federal/ Provincial agencies as it relates to the sharing of confidential or above confidential level information may be required.
We will assess the above qualifications and competencies using one or more of the following tools: written examination standardized tests oral presentations interview(s) and reference checks.

This is a permanent full-time position based in Dartmouth Nova Scotia. This competition may be leveraged to fill future vacancies in accordance with timelines outlined in the collective agreement.
Pay Grade: TE 21- TE 25
Salary Range: $2105.04- $2899.62Bi-Weekly
