Description: Responsible for the strategic coordination and operational management of all recruitment and staffing activities related to casual and permanent teaching positions within the Hamilton-Wentworth Catholic District School Board (HWCDSB). This includes overseeing the hiring process for new occasional teachers permanent teachers managing internal staffing movements/transfers and ensuring timely backfilling of teacher absences and vacancies. Working collaboratively with school administrators and system leaders the Recruitment Officer ensures that all schools are staffed with qualified educators who support the Boards mission of providing high-quality Catholic education. The role also supports succession planning monitors staffing trends and ensures compliance with Board policies and collective agreements.
Responsibilities:
Recruitment and Hiring
- Lead the recruitment process for all permanent teaching positions including job postings (internal/external) candidate screening arrange interviews and provide advice on selection.
- Coordinate internal staffing processes such as transfers leaves and reassignments.
- Ensure hiring practices are equitable transparent and aligned with HWCDSBs Catholic values.
- Ensure all hiring practices are aligned with the collective agreement provisions and compliant with all regulations.
- Develop and implement proactive recruitment strategies to attract qualified candidates for occasional and long-term teaching roles.
- Plan coordinate and attend job fairs university career events and community outreach initiatives.
- Coordinate and lead on-boarding sessions for new employees.
Data Management - Ensure accurate flow of wage and salary information to the payroll department to meet deadlines.
- Manages requests for leaves of absences and other profile changes.
- Responsible for processing all pay changes including but not limited to salary and wage changes seniority updates leave administration updates to assignments etc.
- Manage queries from employees on salary and placement on the grid
- Prepare reports and data analyses to support decision-making and continuous improvement in staffing processes.
- Daily reporting of the fill/unfill statistics
Reporting on all HR data as requested - Prepares Ministry of Education reporting (ONSIS) on all status changes for teaching staff
- Prepares monthly board reports
- Administer all teacher evaluations in the software program
- Responsible for completing Full Disclosure of Staffing report for secondary teachers
- Run reports and manipulate data to provide accurate information to Superintendent Senior Manager and Principal/VP.
- Monitor and maintain the Prep and Planning tool.
Staffing and Backfilling - Review daily vacancies and identify areas where intervention is required.
- Monitor and respond to staffing needs across the system including short-term and long- term teacher absences.
- Coordinate backfilling of vacancies through internal movement or external hiring ensuring minimal disruption to student learning.
- Maintain accurate records of staffing assignments and vacancies.
- Ensure all recruitment and staffing activities comply with Board policies collective agreements and applicable legislation.
Liaison with key partners - Attend communication meetings with Teaching Union Groups to provide updates and to discuss staffing matters. Provide reports and/or information as requested.
- Establish and maintain collaborative working relationships with union officials and a variety of internal/external partners.
- Attend meetings with Senior Administration to provide updates on staffing matters.
- Provide procedural expertise and collective agreement interpretation in meetings with Superintendents and Principal/VP.
- Provide support and clarity to labour relations department related to grievances.
- Support the Superintendents Finance and Planning department with review of class organizational charts and offer feedback and guidance as needed.
- Collaborate with other HR staff in identifying qualification gaps and anticipate recruitment needs.
- Other Duties as Assigned
Qualifications: - Minimum Post-secondary diploma or certificate in a related field
- Preferred Post-secondary degree or diploma in Human Resources Education or a related field
- Minimum Three years in a related field
- CHRL designation or working towards certification considered an asset
Skills: - Advanced proficiency in Microsoft Office
- Expertise in HR policies and procedures
- Strong knowledge of hiring practices
- Strong organizational analytical and communication skills.
- Ability to manage multiple priorities and respond to urgent staffing needs effectively
- Strong Communication skills (written and oral)
- Understanding of HR best practices and current regulations
- Sound judgement and problem-solving skills
- Knowledge of Catholic education and commitment to the mission and values of the HWCDSB is an asset
- Familiarity with HRIS systems and staffing tools
