Primary Purpose of Position:
The Department of Natural and Cultural Resources is seeking an enthusiastic team member to be part of our wonderful organization! The Atlantic Conservation Coalition (ACC) Federal Cash Manager is responsible for critical budgeting and accounting functions in the Budget Office supporting implementation of the ACCs Climate Pollution Reduction Grant (CRPG) award from the U.S. Environmental Protection Agency and Governor Coopers Executive Order 305 (An Order to Protect and Restore North Carolinas Critical Natural and Working Lands). This position performs complex projects assignments and analyses as requested by ACC Coalition member agencies and sub-awardees including Maryland Department of the Environment South Carolina Office of Resilience Virginia Department of Environmental Quality The Nature Conservancy the NC Coastal Federation NC State Parks NC Division of Land and Water Stewardship Duke University the Sustainable Forestry and Land Retention Project and NC Forest Service and is responsible for interpreting and presenting accounting/budget information. This position also closely coordinates with the ACC Grant Administrator and Grant Officer to assure accurate reporting of accounting/budget details to the U.S. Environmental Protection Agency and assists with overall CPRG grant management for the ACC. This is a full time time-limited position subject to funding availability which may last up to 60 months.

Key Responsibilities include but are not limited to:
  • Reviews/monitors budget reports and identifies and corrects discrepancies based on accounting standards state/federal rules and internal policies.
  • Conducts monthly reconciliation of federal budget codes and address discrepancies.
  • Monitors and processes federal drawdowns using the federal draw down system. Ensuring timely certification and recording of federal receipts in North Carolina Financial System (NCFS).
  • Provides approval of funds are available to cover expenditures. Record journal entries in the NCFS to reflect the draw downs and for any reclasses that are necessary.
  • Performs year-end activities to ensure the ACC follows/meets established OSC OSBM and CPRG year-end deadlines and reporting requirements. Includes tasks such as tracking expenditures preparing/submitting budget revisions as needed and any other necessary activities.
  • Assists with preparation of the Single Audit Reporting Package for the Annual Comprehensive Financial Report (ACFR) for the Department as required by the Office of the State Controller (OSC).
  • Prepares necessary accounting policies/internal controls provides guidance to staff on their implementation and ensures they are followed.
  • Participates in the preparation of the indirect cost proposal.
Position/Physical Requirements:
  • Typical work schedule is Monday Friday 8:30 am 5:00 pm (flexible schedule totaling 40 hours per week).





Knowledge Skills and Abilities / Competencies

Management Prefers:

  • Demonstrated experience with budget reports.
  • Demonstrated experience with federal grant accounting and/or drawdown processes using federal systems.
  • Demonstrated experience in Microsoft Excel with financial data analysis.
  • Demonstrated experience analyzing and/or reconciling large-scale financial data using accounting systems and/or budget systems like NCFS or similar ERP platforms.
  • Demonstrated knowledge of current accounting and/or financial management standards and systems and the ability to apply judgment and accounting theory to independently resolve fiscal issues.

Minimum Education and Experience Requirements

Bachelors degree in accounting
OR
A degree in business administration finance public administration
OR
A related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework
AND
Two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports
OR
Equivalent combination of education and experience.
