The Vice President Regional Innovation Officer leads GBCs Regional Innovation Office (RIO) and the Baltimore Regions federal Tech Hub program. Reporting to the Chief Economic Officer & EVP the VP directs the pursuit and management of large-scale federal funding opportunities that advance GBCs long-term economic development priorities. This role also manages the Director Regional Innovation.
The Regional Innovation Office is central to GBCs broader impact. As the Baltimore Regions unified business-civic leader GBC convenes more than 300 partners and serves as the steward of All In 2035 the regions ten-year economic strategy. With landmark achievements like the federal Tech Hub designation the Baltimore Region Investment Summit and the relaunch of BLocal GBC has demonstrated its ability to marshal public-private leadership attract investment and deliver measurable results.
The Regional Innovation Office (RIO) exists to win and manage federal resources to ensure the region has the systems compliance and partnership to capture and execute on large federal funding opportunities. The VP will ensure the Baltimore Region has the systems partnerships and leadership capacity to compete for and manage federal funding at scale.
KEY RESPONSIBILITIES
Governance & Federal Strategy
- Ensure clear and effective leadership and governance of the Tech Hub consortium and its operations.
- Align cross-agency federal initiatives and funding streams ensuring the Baltimore Regions priorities are positioned within the evolving federal competitiveness agenda.
- Build and manage direct relationships with federal agencies to identify and shape funding opportunities.
- Maintain active communication with federal staff at relevant agencies to elevate and align regional priorities.
- Serve as the point of contact for the Economic Development Administration (EDA)s Tech Hubs Grant Program.
Consortium Building
- Operationalize RIO structures that ensure consortium members deliver measurable outcomes supported by technology platforms for grant administration and performance tracking.
- Oversee member engagement through monthly virtual meetings and quarterly in-person convenings.
Federal Grant Pursuit & Management
- Lead the development and submission of competitive multi-partner proposals.
- Oversee pre-award readiness ensuring budgets governance and compliance mechanisms are in place.
- Track and prioritize federal opportunities aligned with the Baltimore Regions competitiveness goals (biotech and AI).
- Support reporting on grant progress and monitor project performance ensuring compliance with federal requirements.
- Deliver consistent high-quality reporting that demonstrates impact accountability and ROI.
Capacity Expansion
- Expand the regions ability to pursue federal resources by engaging expert partners grant writers and consultants.
- Build internal systems for compliance financial tracking and risk management to ensure readiness for large-scale federal awards.
- Grow the RIOs staffing and infrastructure to manage a sustained pipeline of competitive federal funding opportunities.
- Lead RIO infrastructure buildout through the selection and implementation of appropriate technology platforms for grants administration.
- Directly manage Director Regional Innovations responsibilities workflow and professional development.
- Manage consultant and contractors conducting projects or support services contracts for the Regional Innovation Office.
Commercialization & Market Development
- Translate federal R&D and grant opportunities into commercialization pathways that attract private capital accelerate technology adoption and build new industries in the region.
- Engage corporate and institutional partners to serve as innovation anchors leveraging commercialization opportunities.
Visibility & Leadership
- Represent GBC and the Baltimore Region at the national level with federal agencies as a visible leader.
- Position the Baltimore Region as a national model for aligning federal funding and private investment to drive long-term economic transformation.
PROFESSIONAL EXPERIENCE/QUALIFICATIONS
- Masters degree in Business Public Policy Life Sciences Engineering or a related field.
- At least 10 years of experience leading technology sector and/or economic development initiatives with a strong track record in federal funding or commercialization strategy with particular focus on Biotech and Artificial Intelligence fields.
- Demonstrated success in securing and managing large-scale federal grants.
- Deep understanding of federal and state grants management policies and procedures.
- Experience developing commercialization strategies innovation ecosystems or public-private investment programs.
- Strong project management planning and organizational skills.
- Expertise in governance design coalition-building and cross-sector negotiation.
- Demonstrated experience working with private sector industry leaders in addition to governmental entities and nonprofits.
- Excellent communication skills including public speaking writing and coalition-building.
- Specific experience with stakeholder management in a consortium association or other similar setting.
- Subject matter knowledge and expertise in Bio / Life Sciences and/or AI industries
- Experience developing strategic plans investment strategies and risk mitigation plans
COMPENSATION
The salary range for this position is $00 commensurate with qualifications and experience with potential for an annual bonus based on performance.
