Job Summary

JOB ASSIGNMENT: CSIU Outpatient Psychological Services The Nurturing Environments for Support and Treatment (NEST) Clinic.

ORGANIZATIONAL RELATIONSHIP: The Clinical Services Coordinator reports to the Clinical Director of Outpatient Psychological the Clinical Directors absence this position reports to the Director of Behavioral Health Support Services.

JOB DEFINITION: The Clinical Services Coordinator is a masters-level mental health clinician responsible for delivering outpatient behavioral health services to children adolescents and families through the CSIUs NEST Clinic affiliated satellite sites located in local school districts and via telehealth as needed. Services are strengths-based culturally responsive and aligned with OMHSAS (Office of Mental Health and Substance Abuse Services) Chapter 5200 and Medicaid billing addition to providing diagnostic evaluations therapy and case coordination this role holds primary responsibility for training mentoring and supporting the professional growth of counseling interns new clinicians and partner clinical staff. The Clinical Services Coordinator contributes to quality assurance processes facilitates professional development in trauma-informed care and suicide prevention and provides consultative leadership to school and community partners. This dual focus on clinical practice and workforce development strengthens CSIUs vision to build equitable trauma-informed systems that connect clinical services with educational settings in a meaningful sustainable way.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Clinical Services

  • Administer comprehensive intake assessments and psychosocial evaluations to determine diagnoses and guide treatment ensuring compliance with OMHSAS and clinical standards.
  • Design implement and continuously update person-centered treatment plans in partnership with clients families and school personnel.
  • Provide evidence-based individual family and group therapy customized to the developmental needs of youth and their caregivers.
  • Collaborate with psychiatrists and advanced practice providers to integrate medication management with therapeutic services.
  • Contribute clinical insights during multidisciplinary team meetings case reviews and school-based consultations to coordinate comprehensive client care.
  • Provide therapeutic support for adults including district and CSIU staff as appropriate to clinical needs and program priorities.

Compliance and Documentation

  • Monitor clinical documentation for accuracy and timeliness supporting quality assurance and compliance with Medicaid and OMHSAS standards.
  • Complete and maintain comprehensive clinical documentation within the EHR (assessments treatment plans progress notes discharge summaries) ensuring strict adherence to confidentiality standards and all Medicaid/OMHSAS submission deadlines.
  • Actively contribute to quality assurance processes including internal audits and documentation improvement initiatives to uphold the highest standards of clinical record-keeping.

Collaboration and Communication

  • Establish and maintain collaborative partnerships with CSIU programs school districts county agencies and community providers to ensure a seamless continuum of care.
  • Provide clinical consultation to school teams and educators on developing behavioral support plans and strategies to improve service accessibility for students.
  • Maintain proactive communication with caregivers and referral sources to enhance client engagement report on treatment milestones and coordinate follow-up care.
  • Strengthen partnerships with local school districts by coordinating services at satellite sites ensuring uninterrupted care across the school calendar and summer months.

Professional Practice

  • Adhere to professional ethical standards confidentiality laws and CSIU policies.
  • Contribute to the clinics ongoing improvement and interdisciplinary learning culture.

Training Supervision and Leadership

  • Provide clinical supervision and mentorship to graduate-level counseling interns practicum students or newly hired clinicians in alignment with Pennsylvania LPC licensure requirements.
  • Lead or facilitate multidisciplinary case consultation meetings ensuring treatment planning is coordinated evidence-based and compliant with OMHSAS and Medicaid standards.
  • Develop and deliver professional development sessions for CSIU staff school personnel and community partners on trauma-informed care suicide prevention and culturally responsive behavioral health practices.
  • Serve as a consultative resource to school district administrators and educators providing guidance on behavioral health interventions and systems-level planning.
  • Contribute to clinic-wide policy development continuous quality improvement and training initiatives that advance CSIUs mission and service standards.

EDUCATION KNOWLEDGE AND SKILLS REQUIRED:

  • Masters degree in counseling clinical mental health or a field determined by the board by regulation to be closely related to the practice of professional counseling from an accredited educational institution required.   • Current valid Pennsylvania license as a Licensed Marriage and Family Therapist (LMFT) a Licensed Professional Counselor (LPC) or a Licensed Clinical Social Worker (LCSW).
  • Minimum of two (2) years of post-masters experience providing mental health services to children adolescents or families in outpatient school or integrated settings required.
  • Experience with trauma-informed care suicide risk assessment and behavioral therapy strongly preferred.
  • Prior staff supervisory experience is preferred.
  • Excellent organizational and time management skills to prioritize multiple tasks deadlines and unpredictable situations with professionalism and discretion.
  • Excellent oral and written communication skills are required including fluent and diplomatic verbal and telephone communication skills.
  • Ability to work effectively both independently and as part of a team fostering collaboration with multiple stakeholders.
  • Maintain confidentiality regarding education programs students and parents at all times adhering to the Federal Educational Rights and Privacy Act (FERPA) requirements to protect staff and student data.
  • Must have the ability to establish and maintain positive working relationships with colleagues co-workers community agency personnel parents and district personnel.
  • Knowledge of and apply the laws that govern special education services and be familiar with all categories of programs for students with special needs.
  • Must be organized possess excellent time management and computer skills. Flexibility in adapting to various student educational and behavioral needs including schedules required.
  • Proficiency using electronic health records Microsoft Office Suite (Word Excel Outlook) and artificial intelligence (AI).
  • Adept at using virtual meeting platforms such as Skype Zoom and Microsoft Teams.
  • Must have ability to work effectively with colleagues co-workers community agency personnel and students/trainees.
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
  • Strong communication interpersonal and problem-solving skills.
  • Comfort working both independently and as part of a team across multiple service locations.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • Maintain active Pennsylvania Licensed Practical Counselor licensure and all continuing education requirements including 30 hours of continuing education in acceptable courses and programs offered by approved providers. The 30 hours shall include at least 3 hours in ethics 2 hours of the mandated Act 31 Child Abuse Reporter Training and 1 hour in suicide prevention.
  • Participate in professional development opportunities including training on trauma-informed care suicide prevention and culturally responsive practice.
  • Attend clinical supervision department meetings and internal case consultation as assigned.
  • Maintain current Training in and the ability to implement Suicide Prevention / Intervention and First Aid/CPR is required.
  • Participate in relevant in-service opportunities and professional learning tied to clinic goals.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current approved Act 34 (PA State Police) Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Completion of Act 126 Mandated Reporter Training (minimum of three hours every five (5) years).

PHYSICAL REQUIREMENTS:

  • Sedentary: Able to sit for extended periods of time occasional walking standing (as necessary) and able to lift and carry up to 25 pounds.
  • Dexterity: Finger movements (computer keyboard calculator) eye-hand coordination (office equipment etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings floors and grounds.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations ability to remain calm and productive during stressful situations. Demonstrates independent judgment discretion and is able to manage multiple projects and deadlines.
  • The ability to work in a constant state of alertness and safe manner.
  • Ability to travel to various work site locations and meetings as needed.

TIME AND SITE REQUIREMENTS:

  • This is a full-time exempt non-collective bargaining agreement position aligned to a 260-day calendar working 7.5 hours/day (37.5 hours/week).
  • Services will be delivered on-site at the NEST Clinic at the CSIU office in Milton PA at satellite school-based locations and via telehealth as needed.
  • This position may require occasional early evening hours to accommodate client needs.
  • Availability for travel within Pennsylvania including occasional overnight stays for professional conferences and training events.

  • All property including intellectual property materials equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.
