The Mass Care Specialist coordinates all aspects of Jefferson Countys Mass Care Program focusing on whole-community planning and integrating human services needs especially within ESF-6. Support the Department of Human Services in maintaining emergency shelter readiness and mass care operations provide technical assistance during disaster response and recovery and ensure plans align with FEMAs National Response Framework and NIMS standards for ESF-6.
SCHEDULE:
This position operates on a hybrid schedule working 40 hours a week with on-call duties.
COMPENSATION:
Anticipated Hiring Range: $84739.13-$101391.43 USD Annually
Compensation will be determined based on education experience and skills.

ESSENTIAL DUTIES:
Ensure ESF-6 in the Emergency Operations Center (EOC) is ready for activation to support mass care needs of Jefferson County. Develop review and update emergency plans annexes and documents related to mass care within the County Comprehensive Emergency Management Plan. Lead planning for sheltering feeding family reunification and integration of ESF-6 components.
Provide expertise on Access and Functional Needs to support whole community inclusion during planning and response. Maintain and update checklists forms standard operating procedures and reference materials that reflect Human Services considerations within Mass Care operations. Coordinate planning to ensure actions address the needs of vulnerable populations including people with disabilities children and older adults.
Facilitate partnerships with Human Services NGOs nonprofits Volunteer Organizations Active in Disaster (VOAD) and community organizations such as Red Cross United Way and Salvation Army to strengthen ESF-6. Respond promptly to requests emergencies and communications from citizens and partners.
Collaborate on the Jefferson County Integrated Preparedness Plan (IPP) focusing on training equipment and planning. Participate in Emergency Operations Team (EOT) training exercises and mass care drills including shelter operations. Develop and review exercise scenarios objectives and after-action reports.
Assist and support EOC activations by coordinating ESF-6 activities and liaising with partners for emergency assistance temporary housing and human services.
Represent Jefferson County Human Services in a professional and collaborative manner at meetings conferences and committees. Conduct briefings and outreach to promote Mass Care capabilities. Develop and deliver staff training for ESF-6 operations during emergencies. Support organizational development and public outreach initiatives.
Maintain 24/7 availability to respond to emergencies and EOC activations as needed.
Develop write implement and maintain the Emergency Management plans for the County and Human Services to include volunteer and donations management Mass Care Annex with specific shelter plans reunification and Disaster Assistance Center (DAC) planning. Work with DHS divisions to develop additional program-specific emergency responses including Children Youth and Family Services Adult and Family Services and Economic Assistance.
Manage records and funding documentation related to budgets and grants.
Other duties as assigned.

Minimum Qualifications:
Experience: Five years related work experience
Education: Bachelors Degree
License/Certifications:
Completion of FEMAs Professional Development Series
Completion of FEMAs Advance Professional Series
Colorado Certified Emergency Manager (CO-CEM) Designation or equivalent
Completion of IS-405 Mass Care and Emergency Assistance Overview
Completion of FEMA course work including IS-100 IS-200 IS-405 IS-700 IS-800 IS-

Preferred knowledge skills and abilities:

Completion of the Colorado Emergency Managers Academy
