Position Overview
HOURS: 40-45 Hours weekly minimum or as necessary to achieve program objectives tasks activities responsibilities and to effectively document outcome measures and variances.

SUMMARY DESCRIPTION OF POSITION:
The Housing Director provides leadership and oversight of all housing programs funded through HUD including the Emergency Solutions Grant (ESG) and Continuum of Care (CoC) with a specific focus on serving survivors of domestic violence sexual assault and human trafficking. This position ensures survivors have access to safe stable and trauma-informed housing options that promote healing and long-term stability. The Housing Director is responsible for program compliance staff supervision community partnerships fiscal management and alignment with best practices in survivor-centered housing models.

ESSENTIAL FUNCTIONS:

Program Management & Compliance

  • Direct and manage HUD ESG and CoC housing programs ensuring all services meet survivor-centered trauma-informed and culturally responsive standards.
  • Monitor compliance with HUD regulations Violence Against Women Act (VAWA) protections ESG/CoC guidelines and federal confidentiality requirements.
  • Ensure accurate comparable database entry reporting and data quality specific to domestic violence sexual assault and human trafficking programs.
  • Develop policies and procedures prioritizing survivor safety choice and confidentiality.

Leadership & Supervision

  • Supervise and support housing program staff including case managers and advocates ensuring survivor-centered advocacy and housing stabilization services.
  • Provide ongoing training to staff on trauma-informed care safety planning housing first approaches and specialized needs of survivors of domestic violence sexual assault and trafficking.
  • Cultivate a collaborative team culture that emphasizes empowerment and respect for survivors.

Financial Oversight

  • Manage ESG and CoC housing budgets ensuring compliance with HUD financial regulations and allowable costs.
  • Collaborate with the Finance Department to track expenditures complete timely drawdowns and prepare financial reports for funders.
  • Assist with grant applications renewals and monitoring visits related to HUD-funded housing programs.

Community Engagement & Partnerships

  • Represent the organization in HUD CoC planning bodies ESG consortia and housing task forces with an emphasis on survivor representation and system-level advocacy.
  • Build partnerships with landlords property managers and housing authorities to expand safe housing options for survivors.
  • Collaborate with law enforcement healthcare providers and social service agencies to strengthen coordinated community responses to domestic violence sexual assault and human trafficking.

EDUCATION/OTHER SKILLS/ABILITIES/REQUIREMENTS
  • Bachelors degree in Social Work Public Administration Human Services or related field (Masters preferred).
  • Minimum 5 years of progressively responsible experience in housing homeless services or HUD-funded programs with at least 3 years in domestic violence sexual assault or human trafficking services.
  • Strong knowledge of ESG and CoC regulations VAWA protections and HUD program compliance.
  • Experience supervising multidisciplinary teams in a nonprofit or advocacy setting.
  • Familiarity with HMIS or comparable databases specific to domestic violence programs.
  • Strong leadership communication and community-building skills.
  • Demonstrated commitment to survivor-centered trauma-informed and culturally responsive services.
  • Ability to lift/carry/move a minimum of 40 lbs for an extended distance
  • Office-based with regular community outreach landlord engagement and site visits.
  • Some evening and weekend availability required.
  • Must pass a criminal background check and maintain strict confidentiality standards.
  • Valid drivers license and reliable transportation required.
