Reporting to the District Works Manager you willmanage the operational delivery of property maintenance and compliance activities at Properties in Care (PIC) within the scope of their allocated depot areas. Youll bring practical knowledge of the unique requirements of undertaking maintenance and compliance work in the historic environment working confidently within the specialist standards legislation processes and skills required to care for historic monuments and ensure they are safe environments for colleagues visitors and the wider community.

Key Responsibilities of this role

Responsible for managing and supervising MCU property and compliance staff deploying them in accordance with requirements at your monuments.

Carry out maintenance and compliance inspections in line with HES policy identifying areas of non-conformity or future maintenance requirements.

Responsible for all property maintenance activity at designated PICs all either using in house staff or contractor.

Work closely with the Operations Compliance team to facilitate compliance activities in the depot area such as: Mechanical & Electrical services Planned Preventative Maintenance Asbestos Legionella Fire alarms & extinguishers Emergency Lighting Waste and pest control liaising with and overseeing contractors and HES staff.

Responsible for recruitment coordination of staff training staff development attendance management disciplinary procedures and other staff management duties.

Purchase materials and supplies for property maintenance and compliance work at PICs monuments and grounds in line with HES procurement policy

Ensure implementation of health & safety policies and procedures production of job folders risk assessments and method statements deliver toolbox talks and briefings and compiling and submitting accident reports on the HES PRIME reporting system

Maintain skills and qualifications required for the role including health and safety and compliance qualifications complete required CPD for the role

Act as the main depot liaison for all maintenance and compliance activities with a strong focus on supporting the Visitor and Community teams with reactive requests or remedial work

Build and maintain constructive relationships with internal and external stakeholders and partners relating to the compliance and property operations within your Depot.

Collation and reporting of information related to your area of responsibility in the form of progress reports programme updates delays and blockers

Support wider District and organisational activity such asfunctions events and outreach.

Work with the Lead Craftsperson to ensure all activity is carried out in a safe and coordinated manner

Use experience to proactively seek opportunities for efficiencies in process and procedure within your remit

Assist the Asset Management and Compliance team to develop programmes and procedures related to compliance and maintenance work

Partner with other Managers to ensure effective cover in the event of absence and as part of an on-call rota covering business continuity incidents on weekends and public holidays.

Due to the nature of this role the role holder will need to work outside in variable weather conditions as well as office work.

The role holder will also be required to travel both within and outside of their district for work purposes and may involve travel and staying away from home overnight.

Essential:

  • Thorough and extensive knowledge of managing compliance and maintenance in a heritage setting.

  • Experience and knowledge of health & safety practices including the CDM Regulations COSHH assessments production of Risk Assessments and Method Statements.

  • Ability to organise and oversee multiple compliance and maintenance activities

  • Experience of planning and managing cyclical work for in house staff and contractors

  • Practical knowledge and experience of relevant areas of compliance associated with property and facilities management

  • Skills and aptitude to plan and organise resources and develop staff

  • Awareness of stakeholder management

  • Excellent communication skills both written and verbal

  • Proven leadership skills

  • Ability to use IT equipment and standard MS office suite of programmes Word Excel MS Forms to a reasonable standard

  • Qualified toSVQ level 4 or SCQF level 6 in relevant discipline

  • CITB Site Management Safety Training Scheme (SMSTS) Safety Managers Certificate

  • IOSH Managing Safely
