Position Overview:
The Illinois Department of Early Childhood (IDEC) is searching for an experienced HR professional to serve as the Human Resources Hiring and Classification Manager. This position serves as a key leader in IDEC and is responsible for directing planning and overseeing the agencys hiring and classification functions. This role ensures compliance with state and federal requirements while advancing IDECs commitment to equity accessibility racial justice inclusion and diversity in all employment practices. This individual will provide strategic guidance and technical expertise to IDEC leadership supervisors and staff on hiring recruitment and classification matters; oversee the development and implementation of related policies and procedures; and manage the review of personnel actions for alignment with the Personnel Code collective bargaining agreements statewide classification standards and CMS directives. Serving as a full-line supervisor this individual will lead and develop staff foster accountability and ensure the timely and efficient filling of vacancies. The position also collaborates with labor relations partners provides data-driven workforce recommendations to executive leadership and prepares reports and briefings of a highly sensitive and confidential nature to support IDECs mission and strategic priorities. The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.
