Project Engineer

The Facilities Engineering and Science Section (FESS) within King Countys Department of Natural Resources and Parks Solid Waste Division (SWD) is excited to announce an opening for a Project Engineer (Engineer II). About this Role

The successful candidate will implement mostly civil electrical and mechanical repair and replacement projects identified in Solid Waste Divisions Capital Asset Maintenance Program (CAMP). They will also provide general engineering services to support the operations of eight Recycling and Transfer Stations (RTS) and two drop box locations. Work includes review of engineering reports and design documents prepared by consultants for constructability and compatibility with RTS functions prioritization of projects based on the needs of Operations and risk assessments identification of preventative maintenance requirements identification of assets that require repair and/or replacement recommending corrective measures to be accomplished implementing solutions for facility maintenance environmental controls and infrastructure problems; developing scope of work for consultant work orders and construction contracts; managing construction contracts; contributing to effective project communication.

This position performs work both remotely and on-site.

The Facility Engineering and Science Section (FESS) is a critical member of the King County Solid Waste Division team. What You Will be Doing:

• Review of contract plans and provisions routinely oversee the work of consultants vendors and contractors. Monitor work progress take corrective action for non-compliance with contract requirements.
• Plan and conduct construction maintenance and compliance inspections. Ensure contractors are compliant with construction procedures.
• Administer construction contract and consultant work orders to ensure compliance with engineering plans technical specifications King County policies and regulatory requirements.
• Develop implement or administer project scope of work schedule budget.
• Develop implement or administer contract requirements and the execution of plans for the design procurement and construction phase of assigned projects.
• Conduct annual facility inspections together with Operations to prioritize projects based on risk assessments including identifying preventive maintenance requirements and assist in the implementation of SWD asset management program.

Qualifications You Bring:

• Bachelor of Science degree in one or more engineering disciplines OR the equivalent combination of education and experience.
• Demonstrated experience reviewing mechanical systems architectural structural electrical and civil designs.
• Experience coordinating work with consultants vendors and contractors.
• Demonstrated experience in project and/or construction management
• Experience in monitoring construction and compliance inspections. Experience in reviewing contract plans and specifications requirements.
• Demonstrated experience in managing construction and consultant contracts.
• Ability to develop scope of work schedule and budget for procurement of consultant and construction contracts.
• Experience in asset management and conducting facility condition assessment including risk assessments.
• Proven ability to communicate/ present technical information to non-technical audiences
• Demonstrated knowledge of contract administration techniques and principles
• Skill in working with diverse individuals and customers and maintaining effective relationships

It Would Be Great If You Also Brought:

• Demonstrated expertise of at least three or more years of experience in analyzing reviewing and entry level design of various technical civil structural mechanical engineering elements independently or with little oversight
• Familiarity with CAD REVIT ACC or BIM
• Project management experience developing and applying project management documents such as project management plan risk registers and communications plans

Working Conditions:

• Remote and Onsite Work Details:Hybrid work schedule that will consists of onsite and remote work. expected to be onsite at least 2 or more days a week depending on business needs.
• Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.

• Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

• Physical Requirements: This position requires the ability to conduct physical site inspections and evaluations including in times of inclement weather conditions. There is often a need to walk on uneven terrain for extended periods of time.

• Union Representation: This position is represented by Protec Local 17.
