The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The Human Resources Administration (HRA) is the nations largest local government social services agency. HRA fights poverty and income inequality by administering more than 15 major public assistance programs including Cash Assistance the Supplemental Nutrition Assistance Program (SNAP) Medicaid Domestic Violence Services Home Care Services Child Support Services and numerous other critical support benefit programs and administering these benefit programs HRA assists over three million New Yorkers annually.
The Executive Project Management Office (EPMO) executes and implements the HRA Administrators and EPMs agenda. This entails launching and managing new programs (e.g. the Emergency Rental Assistance Program or ERAP); supporting Information Technology (IT) initiatives through various services including business analysis project management relationship management; prioritizing IT financial resources for HRA; securing Governance approval for new IT projects; coordinating business process improvement initiatives and overseeing the implementation of corrective actions; providing relationship management and escalation services on behalf of HRA clients and service providers with other city as well as state government entities; and coordinating cross-agency initiatives.
The Office of the Administrator / Executive Project Management Office (EPMO) is recruiting one (1) Administrative Staff Analyst NM-II to function as a EPMO Data Analytics Director who will:
- Identify technological analytical and algorithmic processes requiring enhancements and
develop strategy design and deliverables to ensure enhancement initiatives are executed in a
timely manner while taking advantage of newer lower cost technology solutions. Manage
relationships with external agencies obtain access to data from external partners coordinate
internal activities to execute Memoranda of Understanding (MOUs) to facilitate access to and
exchange of data with external partners.
- Manage and direct staff in the development implementation and maintenance of analytical
data mining data matching data quality and data sharing programs that drive HRA operations
and which extend beyond HRA to the overall rehousing process and DHS.
- Direct the development of metrics and measurement methodologies for HRA initiatives.
Establish relationships and liaise with ITS OLA other City agencies and external entities on
coordinating internal and external data exchanges and system enhancements. Identify and
oversee the acquisition of internal and external data sets and matches; negotiate and execute
data exchange agreements/MOUs with other City agencies.
- Direct program requirements analysis and propose automation to improve data integrity and
result in cost savings to the Agency.
- Manage the Data Analytics unit staff coordinates multiple ongoing projects of exceptional
analytical and technical complexity encompassing multiple areas of information processing
technology.
- Provide technical and reporting guidance to other areas across HRA and DSS who are
developing systems that will impact the integrity of HRAs data. Identifies and recommends
system design improvements. Assists with design specifications.
- Oversee data mining modeling predictive analytics geospatial analytics and technological
investigative techniques/methodologies employed by the Data Analytics team to improve HRA
client and landlord data ensure timely and accurate payments and to reduce manual workload
for HRA program areas such as the Homelessness Prevention Administration (HPA) and the
Family Independence Administration (FIA).
- Lead internal and external meetings present to agency leadership and represent the HRA
EPMO as necessary.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
