SUMMARY
Staff Analyst to work on harm reduction programs in collaboration with health and justice partners aimed at improving health and wellbeing of Los Angeles residents with lived experience of substance use sex work justice system engagement and those experiencing homelessness or who are formerly homeless.
Harm Reduction services play a critical role in the health and wellness of DHS patients and the people served by DHS programs. Harm Reduction services are evidence-based population health interventions are the best method of preventing overdose deaths and reducing the transmission of HIV/ AIDS and Hepatitis C. Harm Reduction services get overdose medication and safer drug consumption supplies into the hands of people who need addition to saving lives addressing health equity and improving health and wellness the services also build on the dignity and humanity of people who use drugs or are engaged in sex work and welcome them into a community of care.
The Harm Reduction Division coordinates the Department of Health Services existing harm reduction efforts and leads an expansion of services. The services help address the overdose mortality crisis and reduce physical and behavioral health disparities among DHS patients particularly for people who use drugs people engaged in sex work people with justice system involvement and people experiencing homelessness.
This Staff Analyst will work on multiple programs including providing oversight of a pilot contingency management program designed to support program participants with making positive behavioral changes to prevent them from losing their housing and to improve their overall health outcomes. When implemented as a continuum of harm reduction programming contingency management programs have effectively demonstrated a decrease in harmful behaviors associated with stimulant drug use. The Staff Analyst will develop policies and procedures for the program support the development of participant selection criteria and oversee the evaluation of the project.

JOB QUALIFICATIONS
Minimum Education/Experience
Four (4) years in a highly responsible combined experience in health care administration operations and substance use disorder (SUD) services for high-risk populations. (e.g. homeless justice-involved mentally ill substance use disorder or medically complex) - OR - (B) Researching studying and making recommendations to support health or social service programs or policy serving the homeless justice-involved mentally ill or substance use disorder or medically complex population)
Preferred Education/Experience
Certificates/Licenses/Clearances
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Successfully clear the LA County Live Scan process for DHS
Successfully clear the health clearance process.
Other Skills Knowledge and Abilities
Proficient skill set in using an array of Microsoft Office Suite software programs such as Word Excel PowerPoint Access Adobe Reader One Note Outlook Publisher Teams Outlook etc.
Able to multi-task and set workload priorities for time sensitive projects/tasks.
Ability to problem solve and make recommendations to processes policies etc.
Able to communicate with all levels of personnel e.g. written verbal in a professional and concise/clear manner; ability to work within a project team and/or independently.
Able to work in a very diverse environment and with diverse individuals.
Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
