Halifax Regional Municipality is inviting applications for two permanent full-time positions for Program Supervisor Youth Advocate Program in the Recreation Programming division of Parks & Recreation.

Reporting to the Manager Youth Advocate Program the Program Supervisor for the Youth Advocate Program is responsible for overseeing and supporting a team of front-line Youth Advocate Workers while also managing a small caseload of high-risk youth case files. Additionally the Supervisor assists in program evaluation reporting and identifying emerging trends to continuously adapt and improve service delivery. This position is critical in maintaining a strengths-based and culturally responsive approach to youth intervention working closely with staff to address risk factors and promote positive youth development.

The Program Supervisor plays a key role in ensuring the effective delivery of the program by providing guidance coaching and professional development opportunities for staff. This position is responsible for case consultation ensuring best practices in youth engagement and fostering partnerships with community organizations schools and service providers to enhance program outcomes. They supervise staff providing culturally responsive supports to African Nova Scotian communities Indigenous communities and Newcomer and Immigrant communities. The Program Supervisor is proactive and innovative in implementing program strategies that address the evolving needs of high-risk youth and their families ensuring a holistic and community-based approach to intervention.

  • Assist the manager in leading the Youth Advocate Worker team by setting and evaluating individual performance targets promoting diversity and a healthy workplace demonstrating leadership competencies respecting HRM human resources practices promoting teamwork and individual development and maintaining internal communications.
  • Provides ongoing support to Youth Advocate Workers addressing day-to-day questions and escalations.
  • Acts as a subject matter expert on youth caseloads and the Youth Advocate Programs policies and procedures providing consultative advice to team members on challenging cases. .
  • Completes regular one-on-one check-ins with staff to review caseload status.
  • Role models best practices for working with youth at risk of engaging in the criminal justice system.
  • Supports the staff and manager in maintaining detailed case files and data and monitors key performance indicators for the Youth Advocate Program to ensure operational goals and objectives are achieved.
  • Responsible for compiling and providing relevant data case updates and program insights to support reporting requirements and program evaluation.
  • Works with the Manager to audit ESAT files to ensure staff are following key performance indicators.
  • Supports staff in creating and completing Action Plans Assessments and Program Reports.
  • Manages risk and escalates issues of significant risk to the Manager.
  • Adheres to safety and crisis protocols and policies.
  • Maintains a healthy and safe workplace ensuring all Occupational Health and Safety requirements are followed.
  • Participates on interview panels and makes recommendations on hiring staff in accordance with HRM human resources practices.
  • Supports the Manager in responding to complaints from the public staff and participants.
  • Addresses performance issues and takes disciplinary action as required in collaboration with the Manager. Escalates complex issues to the Manager.
  • Approves and monitors staff attendance and requests for time off in accordance with municipal policies and collective agreements.
  • Ensures services are delivered efficiently and effectively.
  • Documents and addresses service deficiencies related to business operations.
  • Works with HRM staff at various facilities to manage YAP office locations. Proactively maintains relationships with facility staff to do so.
  • Trains new staff on the policies and procedures of the Youth Advocate Program in collaboration with the Manager.
  • Participates and provides feedback in the annual business plan and program review.
  • Champions and implements the principles of the Youth Advocate Programs community-based Wrap Around model.
  • Works with high-risk youth case files.
  • Led by youth and family develops action plans assesses and interprets progress/lack of progress and adjusts action plans accordingly.
  • Responsible for monitoring intervening and documenting daily performance of high-risk youth.
  • Ensures that the emphasis of the advocacy and case management work results in services and supports that build resiliency promote risk prevention/mitigation and increase the protective factors that help youth to withstand the stress and pressures of their daily lives.
  • Identifies and acts on issues that may negatively impact or harm program youth.
  • Ensures through case conferencing and case management that services and supports for each youth are coordinated and are delivered most efficiently and effectively for the youth and their family.
  • Demonstrates leadership and professionalism while maintaining positive working relationships with youth & families the public with internal & external colleagues and with management.
  • Maintains case file notes in the online system (ESAT) and works to provide feedback on updates and service changes to note-taking and data-tracking systems.
  • Leads short-term ad hoc committees to lead program initiatives.
  • May perform other related duties as assigned.
QUALIFICATIONS:
Education & Experience:
  • Completion of a college or university program in social work child and youth care counselling business administration recreation management community development or other social science or health-related discipline. Combination of education and relevant work experience may be considered.
  • Minimum three (3) years work experience with youth at risk of criminalization and their families in racially diverse and low-income communities.
  • Minimum one (1) year progressive supervisory experience in a setting providing social services to youth and their families.
  • Experience working with African Nova Scotian Communities Indigenous Communities Immigrant Communities Disability Communities and/or low-income communities using a strength-based approach.
Technical / Job-Specific Knowledge and Abilities:
  • Demonstrated experience in managing a budget managing staff and working effectively with internal and external partners.
  • Knowledge of the youth criminal justice government and law enforcement systems and methods in Nova Scotia.
  • Knowledge of Provincial Duty to Report policies and requirements.
  • Thorough knowledge of social services and supports for families and youth.
  • Training in WrapAround services Appreciative Inquiry Adverse Childhood Experiences Trauma Informed Care and Resiliency Measures.
  • Knowledge of standard software and technology utilized in the HRM i.e. Word PowerPoint Outlook Excel Hansen etc.
  • Knowledge and skills related to budget preparation and management.
  • Knowledge of strategic and operational planning.
  • Knowledge of quality front-line customer service principles.
  • Knowledge of privacy standards and best practices for sensitive case file management and/or the Employability Skills Assessment Tool (ESAT).
  • Demonstrated ability to effectively handle escalated and difficult customers.
  • Demonstrated ability to troubleshoot and problem-solve in a fast-paced stressful working environment.
  • Ability to make decisions relative to urgency importance and public scrutiny.
  • Demonstrated organizational supervisory and administrative abilities.
  • Ability to work as a team leader or team member in a diverse environment.
SECURITY CLEARANCE REQUIREMENTS: CriminalRecord Check with Vulnerable Sector Check and Child Abuse Registry Checks completed every two years.

HOURS OF WORK: Monday to Friday 8:30 am to 4:30 pm. Some evenings and weekends will be required.

SALARY: NU06; $72370 - $93650. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications such as those with exceptional experience specialized skills or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.


WORK LOCATIONS: 1 Program Supervisor will be based out ofAcadia Centre 636 Sackville Dr Sackville and the other Program Supervisor will be based out ofthe recreation offices at Cole Harbour Place 51 Forest Hills Parkway Dartmouth.
