Job Summary

Job Goal:
The School Facilities Project Manager is responsible for managing the financial operations and capital improvement project planning for school infrastructure. This position oversees the development and administration of capital improvement budgets coordinates procurement and vendor payments and ensures compliance with financial and regulatory collaboration with the Owners Project Manager and other stakeholders including but not limited to building principals the Executive Director of Technology and Director of Food Services the role also supports the planning execution and tracking of large-scale construction and renovation projects. The ideal candidate brings strong financial acumen project management expertise and the ability to work across departments to deliver high-impact public infrastructure initiatives on time and within budget.


Qualifications:
1. Bachelors degree relating to construction management or related area of specialty and a minimum of five (5) years of experience in construction/maintenance specification writing and/or preparation and experience in public school facilities and school building construction.
2. Working knowledge of office practices budget preparation and administration grant management and bookkeeping procedures.
3. Knowledge of applicable local State and Federal laws codes ordinances regulations policies and procedures pertaining to the construction and repair of school facilities.
4. Familiarity with municipal and school government administrative controls and policies.
5. Ability to communicate with the general public and other departments in person by email and over the phone tactfully and patiently.
6. Ability to present to varied audiences with clarity.
7. Ability to maintain accurate and detailed records.
8. Ability to establish maintain and perform on complex record and bookkeeping systems.
9. Ability to prepare letters and report documents with accurate content and professional quality writing.
10. Ability to work independently and prioritize work.
11. Ability to be flexible and provide support and back up to other divisions as assigned.
12. Strong mathematics and bookkeeping skills. Proficiency in operation of personal computers using word-processing database and spreadsheets. Experience in the use of automated accounting systems Powerpoint Munis and Visio.
13. School Project Designers certification required or ability to obtain certification within 12 months of hire.
14. MCPPO certified preferred.
15. Additional project management certifications desirable (e.g. PMP).

Performance Responsibilities:
Financial:
Assists the School Facilities Director in the preparation of the departments annual capital improvement plans budget and related documents. Receives budget information to be used in the preparation of annual budgets reviews information for accuracy and completeness compiles and consolidates data for budget preparations. Acts as contact person regarding budget preparation and administration issues.
Throughout the fiscal year enters tracks and audits the departments capital improvement budget and informs Director and Deputy Director. May provide Director and Deputy Director with monthly budget summary reports and forecasts.
Manages and oversees requisitions purchase orders and vendor payments for the departments capital improvement plans
Coordinates with the Schools Grant Manager on capital-related grant opportunities and subsequent grant administration.
Coordinates with the Deputy Director for School Finance on capital reporting and tracking.


Project Management:
Assists the Director and Deputy Director with developing an implementation schedule for District Capital Projects.
Develops bid documents for capital projects including coordinating with the Director District Owners Project Manager and the Offices of Procurement and Finance.
Develops mechanism to track progress of capital projects; creates monthly status reports for Director Superintendent Deputy Finance Director and other audiences such as building principals and the faculty/staff.
In coordination with the Owners Project Manager monitors project scopes schedules budgets and contract compliance.
In coordination with the Owners Project Manager reviews and approves invoices; reconcile budgets with actual progress.
Performs all other duties prescribed by the School Facilities Director.


Job Environment:
Work is conducted in a typical school setting. Meetings are held in typical office space. Has access to a great deal of confidential information and must maintain confidentiality of financial student and staff informationrelative to federal and state laws and regulations. Must be able to communicate effectively in personover the phone and in writing. The job environment will also include construction site visits.


Must be able to pass a CORI and SORI background check.


Physical Requirements:
Light to moderate physical effort required to perform duties. Regular travel throughout the schooldistrict.
