Reports to: City Administrator and Mayor

Classification: Full-Time Exempt

Salary: $105311 - $146126

Grade: 9

Under general direction of the City Administrator the Wastewater Plant Director administers the daily operations and maintenance of all wastewater treatment facilities storage facilities and pumping stations. The Director ensures the safe and reliable operation of these systems in compliance with all applicable State and Federal regulations.

Duties and Responsibilities

  • Direct daily operations and maintenance of the wastewater treatment plant.
  • Supervise schedule recruit and discipline plant personnel.
  • Plan implement and assign work related to wastewater operations.
  • Inspect staff work to ensure compliance and quality workmanship.
  • Provide training on safe and effective operation maintenance and repair.
  • Motivate staff and enforce City policies procedures and labor agreements.
  • Assist the City Administrator with budget preparation capital improvements and procurement.
  • Contribute information for developing wastewater rate structures.
  • Attend City Council and related meetings as necessary.
  • Maintain operational records and prepare written and oral reports.
  • Manage capital projects at the wastewater plant.
  • Oversee laboratory operations to ensure compliance with regulatory standards.
  • Develop short- and long-term operational and organizational goals.
  • Provide public relations support address customer concerns and ensure high-quality service delivery.
  • Participate in all aspects of plant operations including process control lab testing preventive/corrective maintenance and safety.
  • Assist in labor negotiations as required.
  • Respond to emergencies and serve on-call as needed.
  • Support other City departments as assigned.

Knowledge Skills and Abilities

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • City ordinances State and Federal laws EPA regulations and City policies.
  • Principles practices and procedures of wastewater treatment operations.
  • Public administration budget planning management and labor relations.
  • AFSCME union contract provisions.
  • OSHA regulations safety practices and safe handling of hazardous chemicals.
  • Wastewater treatment equipment tools and technology.

Skill in:

  • Supervising directing and planning staff activities.
  • Public speaking and effective communication.
  • Budgeting planning and project management.
  • Problem-solving and decision-making under pressure.

Ability to:

  • Establish and maintain effective working relationships with staff supervisors agencies and the public.
  • Read and interpret blueprints maps and technical documents.
  • Operate City vehicles and related equipment.
  • Work with computers and industry-related software.
  • Work in adverse weather conditions and confined spaces.
  • Ensure a safe and compliant work environment.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education and Training:

  • Bachelors degree in science engineering or a related field preferred.

Experience:

  • Five (5) years of water/wastewater utility experience including at least three (3) years in a supervisory role.
  • Minimum of two (2) years of budget preparation experience.
  • Public speaking mathematics and engineering experience preferred.

License & Certification:

  • Possession of an Illinois Environmental Protection Agency (IEPA) Class 1 Wastewater Treatment Operator Certificate.

Physical

Frequent standing walking sitting climbing bending stooping and lifting 30 pounds. Requires normal color vision and keen sense of smell. Climbing ladders and use of power tools required.

Environment

Exposure to hazardous chemicals wastewater confined spaces mechanical parts and slow-moving equipment. Subject to emergency callouts and must be able to work in inclement weather conditions. Position requires adherence to a drug and alcohol-free workplace including mandatory pre-employment drug testing.

The City of East Moline will conduct a comprehensive job specific background investigation on any finalist for this position. Background investigations are conducted by trained investigators within the East Moline Police Department and Human Resources.
