Purpose of Job
To manage the administrative and operational activities of the Financial Services Division. Duties and responsibilities include but are not limited to: supervision of personnel collection receipting and coding of revenue; managing accounts payable; issuance of alcoholic beverage licenses and occupational tax certificates; ensuring compliance with local state and federal policies and procedures ordinances laws and Generally Accepted Accounting Principles (GAAP) and performing additional tasks as assigned.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelors degree with three years experience in finance accounting business or governmental management required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
Three years of supervisory experience is required.
Preferred qualifications: Professional Certification. Examples include Accounts Payable Specialist; Accredited Payables Manager; Certified Accounts Payable Professional; Certified Accounts Payable Associate; Certified Professional Public Buyer; Certified Government Financial Manager or other applicable professional certification.
Must possess a valid drivers license.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Leadership and Supervision
Supervises and evaluates assigned staff handles employee concerns directs work assignments counsels and disciplines employees when necessary and completes employee performance appraisals.
Manages professional and operational staff training and holds periodic staff meetings.
Manages collection receipting and account coding for cash receipts and accounts receivables.
Manages accounts payable processing vendor payments payment of sales tax collections payments to independent agencies and pass through grant payments.
Manages the business occupation tax alcoholic beverage license and other business tax programs including but not limited to hotel/motel and mixed drink excise taxes and franchise fees.
Reviews and approves journal entries of division transactions.
Prepares the division budget and manages division expenditures.
Assists in the selection and implementation of financial software including accounts payable cash receipting and business tax and alcoholic beverage license systems and ensures effective integration with other systems.
Manages the finance department petty cash fund and reimbursement of petty cash funds for other governmental offices.
Manages training of internal customers on the use of the financial system related to invoicing vendors licensing and cash receipting.
Represents the finance department in court for issues with business occupation taxes and alcoholic beverage licenses.
Manages the IRS W9 and 1099 requirements.
Supervises supply inventory control for the division.
Policy and Legal Compliance
Ensures compliance with local state and federal regulations and laws pertaining to the business occupation tax alcoholic beverage licenses and other business tax programs.
Ensures compliance with the current year adopted budget during the accounts payable process.
Develops and implements guidelines standards and internal control measures for accounts payable revenue collections business occupation tax alcoholic beverage licensing and other business taxes.
Verifies vendor compliance with the Homeland Security Act and the Georgia Security & Immigration Act using the SAVE and E-Verify systems; files required annual state reports by the established deadlines.
Responsible for working with the Attorneys Office regarding ordinance and policy amendments for business occupation taxes alcoholic beverage licenses and other business taxes.
Communication
Provides reports recommendations and information to the finance director and assistant finance director as needed requested or as scheduled.
Provides accounts payable business tax occupation alcoholic beverage license and other business tax information to internal and external customers independent auditors and responds to open records requests that relate to the division.
Provides requested budget related information to internal customers during the annual budget process.
Attends internal and external meetings as required.
Performs other related duties as required.
Knowledge Skills and Abilities
Knowledge of the principles practices and procedures of the Financial Services Division and the operations and functions of the Finance Department.
Knowledge of accounting management and legal practices policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of the development and administration of operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.
Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the position.
Knowledge of and proficient with computers and computerized cash receipting equipment.
Knowledge of the principles and practices of personnel administration; principles and techniques of accounting finance and budgeting; GAAP; relevant local federal and state laws and codes; Unified Government ordinances and policies; departmental policies; and the Unified Government financial management business license alcohol licensing and tax systems.
Ability to keep informed of any changes in policy methods operations and budgetary and equipment needs etc. as they pertain to departmental operations and activities.
Ability to deal effectively with organizational management human relations and technical subjects.
Ability to utilize various software packages.
Ability to utilize computers typewriters copy machines fax machines and other office equipment.
Ability to administer policies procedures plans and activities and to monitor the performance of subordinates against measured established goals.
Ability to implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Financial Services Division as they relate to the Finance Department.
Ability to assemble information and make written reports and documents in a concise clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.
Ability to handle the required mathematical and statistical calculations.
Ability to read understand and interpret regulations personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers fax machines and other office equipment. Must be able to use body members to work move or carry objects or materials. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

VERBAL APTITUDE:Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including accounting and legal terminology.
NUMERICAL APTITUDE:Requires the ability to utilize mathematical formulas to add and subtract totals to multiply and divide to utilize and determine percentages and to compute discounts and interest etc.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with office equipment (i.e. rulers yardsticks etc.).
MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using computers fax machines and other office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as computers fax machines and other office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.
