Position Summary

You must be a current employee of Big Bend Community College in order to apply for this position as this is an Internal Position Opening only.


Big Bend Community College (BBCC) a rural college serving vibrant culturally rich communities in the Columbia Basin of Central Washington invites applications for a Program Specialist 3 in the Workforce Education Department.


Working under general direction the Program Specialist 3 is responsible to lead and coordinate the implementation of the Strengthening Community Colleges (SCC) Grant at Big Bend Community College (BBCC) ensuring alignment with consortium-wide goals in advanced manufacturing workforce development.


This role emphasizes leadership compliance data-tracking and reporting responsibilities to support equitable access student success and sustainable systems change.

This is a full-time grant-funded position and is dependent upon continued grant funding.


Essential Job Duties

ESSENTIAL JOB DUTIES:


  • Grant Leadership Compliance & Reporting 80%
    1. Provide overall leadership and day-to-day coordination of the Strengthening Community Colleges (SCC) grant at BBCC.
    2. Ensure full compliance with Department of Labor (DOL) grant requirements consortium agreements and institutional policies.
    3. Monitor and manage grant budgets authorize expenditures and ensure fiscal accountability.
    4. Prepare and submit all required internal and external reports including performance financial and audit documentation.
    5. Maintain accurate records and documentation to support compliance and reporting obligations.
  • Program Implementation & Evaluation 5%
    1. Support the Dean of Workforce Education and faculty in implementation of SCC grant strategies including career pathways development employer engagement and wrap around student supports.
    2. Coordinate with the Dean of Workforce Education faculty and staff to integrate credit for prior learning flexible instruction and non-credit to credit articulation.
    3. Oversee data collection and evaluation processes in collaboration with the consortium Data Tracking Specialist and consortium partners.
    4. Provide data to college leadership to inform continuous improvement and ensure progress toward equity and employment outcomes.
  • Partnership & Stakeholder Engagement 10%
    1. Serve as BBCCs liaison to grant consortium partners including Spokane Community College (lead) employers workforce boards and community-based organizations. Represent the college at consortium meetings advisory boards and community events.
    2. Coordinate with faculty and Career & Workforce Services Coordinator to facilitate employer engagement in curriculum co-development work-based learning and job-placement efforts.
  • Student-Centered Support & Outreach 5%
    1. Collaborate with Outreach and the Manufacturing Process Technology (MPT) Program Specialist 2 on student recruitment and intake processes in alignment with SCC grant goals.
    2. Collaborate with the MPT Program Specialist 2 Workforce Education Services (WES) Advising and TRiO Programs to support student success progression through career pathways.
    3. Collaborate with WES to ensure delivery of wrap around services including tutoring transportation and emergency assistance.
    4. Promote access and success for all student populations.


OTHER WORK ACTIVITIES:


  • Maintain professional growth and development through seminars workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies. This includes but is not limited to security and safety understanding of Safety Data Sheets (SDS) equipment fire disaster safe lifting and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensures the interaction with team members and other support groups is conducted in a courteous and efficient manner conducive to the colleges values.
  • Perform related duties and responsibilities as may be required.


KNOWLEDGE SKILLS AND ABILITIES:

Knowledge of:

  • Project management and collaboration software and tools.
  • Current strategic planning project management and communication methods.
  • Grant management principles and practices.
  • Research methodology data collection analysis and reporting.
  • General office practices and procedures.
  • Applicable federal state and local laws rules regulations and policies.


Skill in:

  • Grant project and program development and implementation.
  • Budget development and tracking.
  • Effective oral and written communication and interpersonal skills.
  • Use and operation of personal computer job-related computer programs such as Word Excel and PowerPoint and other office equipment.
  • Working with a variety of individuals from differing backgrounds.


Ability to:

  • Analyze complex data and fiscal information.
  • Develop project and contract budgets.
  • Monitor and provide direction to a variety of people and entities.
  • Prepare detailed and grammatically correct reports.
  • Use independent judgement and effective decision-making and problem-solving.
  • Lead meetings facilitate work groups and represent the college in a positive professional manner.
  • Foster a welcoming collaborative and data-informed environment.
  • Read interpret apply and explain rules regulations policies and procedures.
  • Effectively coordinate perform and complete multiple duties and assignments concurrently and in a timely manner.
  • Work independently.
  • Travel to attend meetings outreach events training and workshops.


Minimum & Desirable Qualifications

Required:

  • Bachelors degree in administration education or related field AND
  • Two (2) years of experience in project management administration and budget development and tracking; OR
  • Equivalent relevant work experience may qualify year for year for the education requirement.


Preferred:

  • Experience in planning organizing implementing managing and evaluating projects that required coordination with multiple individuals and/or entities.
  • Experience managing federal grants.
  • Experience working in a community college or other higher education setting.
  • Curriculum development experience.
