PAY GRADE ED205: $149497.02 to $216770.67 Annual Salary

FLSA STATUS: Non-Merit Exempt Full-Time with Benefits

GENERAL PURPOSE

This position plans directs manages and oversees the day-to-day activities and operations on behalf of and with direction from the Ogden City Council; coordinates assigned activities with outside agencies and entities; coordinates the City Councils programs policies and positions with the Mayors Administration; and provides highly responsible and complex administrative support to the City Council ensuring the council receives all information necessary to make appropriate policy decisions for the city and assisting Council members with their individual initiatives.

ESSENTIAL JOB FUNCTIONS

  • Assume management responsibility for all City Council services and activities including implementation of City Council decisions policies and procedures.
  • Advise Council members of elected officials protocols and standards.
  • Under the general direction of the City Council serve as the Office of the City Council liaison with the City Administration and represent the Council as requested by the Chair Vice-Chair or any of the council members.
  • Attend all regularly scheduled Council meetings committee meetings and any other meetings deemed necessary by the Council.
  • Review all ordinances policy items and requests for Council action.
  • Supervise staff review all agendas for Council meetings and determine placement of those items on the agenda as directed by the Council Chair.
  • Supervise and coordinate all activities and meetings related to the analysis of the city budget and its review and adoption by the City Council.
  • Assist the Council in developing programs to meet Council or citizens needs and in determining the effectiveness of city programs/services.
  • Direct the development of documents and data relating to the Councils adoption of the city budget.
  • Supervise the preparation of management studies and financial audits for presentation to the City Council.
  • Coordinate and supervise the analysis of major policy issues and proposed programs. coordinating Council goals with policy development.
  • Supervise and prepare special projects at the request of the full Council or for individual Council members when appropriate.
  • Receive review and compile research data and information to be communicated to Council members.
  • Supervise and administer constituent work referred to the Council Office by Council members or received directly from constituents when appropriate.
  • Select train motivate and evaluate Council Office personnel.
  • Provide or coordinate staff and Council member training.
  • Establish a performance plan for each Council employee conduct performance evaluations work with employees to correct deficiencies and implement discipline and termination procedures.
  • Participate in safety and risk management activities and take any necessary action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position.
  • The Executive Director is required to work as part of a team and to meet frequently with the CAO other administrative staff and council staff.
  • The Executive Director is required to communicate with the public in person during office hours or through other convenient methods.
  • Performs other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelors Degree in Political Science Public Administration Business Planning or a related field. A masters degree is preferred.
  • At least seven years of experience in government with local government being preferred.
  • An equivalent combination of the above-stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Employees will be required to complete NIMS IS100 IS700 IS704 and IS775 within six months of hire.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of the principles and practices of municipal administration as well as a good understanding and knowledge of the functions of municipal government.
  • Knowledge of the laws ordinances and regulations relating to Council operations including state and federal laws.
  • Knowledge of the principles and practices of municipal budget preparation.
  • Knowledge of the principles of supervision training and performance evaluation.
  • Skill in selecting supervising training and evaluating staff.
  • Skill in delegating authority and responsibility.
  • Skill in coordinating assisting and evaluating a variety of municipal programs.
  • Skill in effective communication both orally and in writing.
  • Skill in researching and reporting on sensitive or complex issues clearly and concisely.
  • Skill in analyzing problems identifying alternative solutions projecting consequences of proposed actions and implementing recommendations supporting Council goals.
  • Ability to make acceptable professional recommendations on policy development concerning matters of major importance to the citizens administration and Council.
  • Ability to meet manage and maintain relationships with administrative staff representatives from other governing bodies outside agencies and the public.
  • Ability to comply with all city policies and regulations including safety and risk management standards.
  • Ability to manage and diffuse stressful situations involving residents administrative staff and Council members.
  • Ability to maintain the mental capacity necessary for effective interaction and communication with others.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is primarily inside where the noise and temperature levels are moderate.
  • Some travel between City offices is required exposing the employee to the hazards associated with travel by car.
  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body.
  • Must possess the physical ability to work primarily with fingers perceive the nature of sounds make rational decisions through sound logic and deductive processes express or exchange ideas by the spoken word make substantial movements (motions) with the hands wrists and/or fingers and discern letters or numbers at a given distance.
  • Additionally the following physical abilities are required: grasping handling hearing manual dexterity mental acuity reaching repetitive motion speaking talking visual acuity and walking.
