Position Description

The Department of Finance and Administrative Services (FAS) is seeking qualified candidates to fill theCity of Seattle ADA Title II Coordinator position. As the ADA Title II Coordinator youwill perform and lead ADA efforts across City departments ensuringCity programs and services are equally accessible and usable to people living with will be responsible for daily front-line ADA program work such as responding to public inquiries complaints and accommodation requests guiding departments on complaint responses and other support issues and generally supporting the program lead. You will coordinate the ADA Program Compliance Team (PCT) facilitate ADA Workgroups and assist City teams in policy setting coordination and training for ADA Title II position resides within the FAS Directors Office.

FAS is often the publics first interaction with the City of Seattle operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.


The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions like managing 120 City facilitiesincluding police and fire stationsoverseeing the Citys neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. No matter the need FAS is hereat your service.

Job Responsibilities

You will have the following responsibilities as the ADA Title II Coordinator:


Coordination:

  • Serve as Citywide ADA Title II subject matter expert and primary point of contact for the public.
  • Triage public inquiries complaints and accommodation requests.
  • Track and report on requests for assistance.
  • Serve as the point of contact for City departments in fielding customer inquiries and requests.
  • Provide technical assistance and advice to departments.
  • Serve as the Programs point of contact on digital accessibility of web content and mobile applications.
  • Coordinate with the Seattle Office for Civil Rights to address and mitigate formal ADA Title II complaints.
  • Lead the ADA Program Compliance Team composed of ADA Coordinators from 28 public facing City Departments as they implement their ADA Corrective Action Plans.
  • Provide staff support to the Built Environment Compliance Team.
  • Support the City Attorneys Office Mayors Office City Council and City Budget Office regarding ongoing ADA planning and coordination.
  • Coordinate with the City Attorneys Office and City departments to ensure consistency in the Citys response to customers ADA Title II-related requests inquiries and grievances.
  • Communicate with the Commission for People with Disabilities and other organizations and groups as appropriate.


Training and Education:

  • Serve as a subject matter expert for City departments in ADA Title II issues especially in areas pertaining to effective communication and nondiscrimination in programs and activities.
  • Determine and propagate best practices and sustainable solutions to any deficiencies in ADA Title II adherence with support from the Lead Citywide ADA Title II Compliance Advisor.
  • Conduct reviews of procedures and available technology to identify procure and oversee relevant ADA Title II training for front-line customer service staff.
  • Develop and oversee implementation of Citywide ADA Title II Program training plan as well as a process for developing and implementing specialized training as needed.
  • Monitor training effectiveness and adjust as necessary based on updates to the ADA Title II law and changes in technology.


Program Management:

  • Lead groups of City staff and community members with diverse backgrounds as they address recommendations for improving access to the Citys programs services and activities.
  • Guide the ADA Title II Compliance Program digital accessibility efforts.
  • Hire and manage technical consultants as required.
  • Support the Lead Citywide ADA Title II Compliance Advisor including backfilling when lead is absent.

Qualifications

Minimum Qualifications:

  • Bachelors Degree in Public administration Public Policy and Management Business Administration or related field.
  • Five (5) years of professional or volunteer experience in the disability community.


You have significant experience in ADA Title II abidance and working with people who have disabilities. You have the ability to promote and model equal access to diverse audiences. Specifically youll be prepared to take on this role if you have:


Experience in:

  • Investigating ADA grievances or complaints
  • Implementing ADATitle II compliance initiatives
  • Collaborating with cross-functional teams and stakeholders
  • Prioritizing and planning work consistently meeting deadlines and developing realistic action plans
  • Identifying problems seeking solutions and driving for results
  • Working with a diverse audience stakeholders and department leadership


Skills in:

  • Writing public speaking and presenting information to diverse groups of constituents
  • Identifying and managing highly sensitive matters both internally and externally
  • Understanding ADA technical information
  • Reviewing and updating web content applications and documents for accessibility compliance
  • Adapting to meet changing priorities and adjusting to different management styles
  • Leading by example to motivate and inspire cross-functional teams
  • Coaching and developing departmental ADA Coordinators in their role
  • Working under tight deadlines


The most successful candidates will possess the following:

  • Interpreting and applying policies and procedures to ambiguous situations.
  • Negotiating and resolving grievances.
  • Interacting with elected officials and the public.
  • Facilitating large groups.
  • Training employees.
  • Ability to effectively work in a multicultural workplace with a diverse customer base.

Other Requirements:May require availability after business hours on occasion.


Work Environment
This position requires a minimum of three days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Strategic Advisor 2 Exempt. The full salary range for this job classification is $54.60 - $81.93 per hour. This position is FLSA exempt (not eligible for overtime).
