Job Summary

KNOWLEDGE SKILLS AND ABILITIES:

Knowledge & Technical Expertise

  • Knowledgeable about building codes and standards including Montanas Building Code Laws Administrative Rules and adopted national codes (IBC IRC NEC etc.).
  • Understanding of Montanas geographic and environmental conditions.
  • Proficiency in interpreting and applying complex codes and regulations in a consistent and legally sound manner.
  • Skilled in technical writing including correction notices compliance letters and inspection reports with accurate legal and code citations.
  • Holds or can obtain within 1 year the required Montana or nationally recognized certifications in Building Electrical Plumbing and Mechanical codes.
  • Proficient in digital tools and platforms including Microsoft Office Suite iOS-based inspection tools and permit management systems.
  • Solution-oriented mindset with the ability to analyze complex compliance issues and develop practical code-compliant resolutions
  • Ability to analyze inspection data and operational trends to support decision-making and continuous improvement.
  • Familiarity with State of Montanas administrative policies and procedures including HR procurement and safety protocols.

Leadership and Organizational Effectiveness

  • Brings a strong foundation in leadership through mentoring initiative-taking or team collaboration with the ability to inspire others build trust and grow into a confident and effective supervisor with support and development.
  • Strong change management skills with the ability to lead teams through regulatory procedural and organizational transitions.
  • Innovative and technology-forward mindset with a focus on improving efficiency service delivery and team effectiveness through modern tools and practices.
  • Experience managing and supporting a structured apprenticeship program ensuring alignment with workforce development goals.
  • Excellent communication and interpersonal skills with the ability to de-escalate tense situations and collaborate effectively with the public contractors and internal teams.
  • Strategic planning and workload management capabilities especially in high-volume environments (e.g. 3000 permits/inspections annually).
  • Ability to build and maintain strong relationships with stakeholders including local governments contractors and community members.
  • Logistical coordination skills including managing equipment vehicles and inspection resources across a large geographic area.

MINIMUM QUALIFICATIONS

Candidates with a strong mix of the attributes listed in the above Knowledge Skills and Abilities (KSAs) are desired. Candidates may demonstrate competency in the KSAs through at least nine years of directly related experience formal education (including certificates licenses credentials apprenticeships or degree-based programs) or a combination of both. Candidates should clearly describe how their experience and education meets the identified KSAs and provide examples in their cover letter that demonstrate their qualifications.

Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered.

This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1 2026.

JOB DUTIES:

As a Eastern Montana Building Codes Section Manager you will:

  • Supervise Building Codes Inspectors.
