BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP provides school meals to an average of 18 million children every year and works with governments to design and implement nationally owned financially sustainable school feeding programmes. These technical assistance activities provide support to programmes covering over 39 million schoolchildren worldwide.
In support of the Sustainable Development Goals and aligned with current global evidence and consensus on the importance of supporting the health and nutrition of school children WFPs vision is to ensure that all vulnerable children have regular access to food in schools by 2030.
As per WFPs new School Feeding Strategy the School Meals and Social Protection Service (PPGS) will work toward this vision by supporting the implementation of school feeding programmes but more importantly and more broadly by supporting governments to scale up their own programmes. WFP will ensure these children are reached over the next decade through a combination of efforts including advocacy technical support and direct operational assistance.
In order to raise sufficient funding to achieve this vision WFP will work to identify channels to expand the current funding and proactively search out and leverage new funding for WFP supported school feeding from private sector partners international financial institutions innovative financing host governments multilateral funds and traditional donors including their finance development health and education sectors.
During 2024-2025 efforts of the School Meals and Social Protection Service (PPGS) will be prioritized to develop an innovative partnership model aimed at delivering targeted and strategic technical assistance to strengthen national school meal programmes. This model piloted in selected countries is expected to impact WFPs approach in delivering on-demand strategic technical assistance to the Governments.
This role will support WFPs efforts to widen the resource base for school feeding with new donors and opportunities as well as support PPGS efforts in defining partnership approaches in designing and delivering strategic technical assistance in selected countries with a potential for subsequent scale up.
It will support the PPGS Director the Technical Assistance Facility project lead and the Partnerships team in its liaison with donors and national governments.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within delegated authority the Consultant under the supervision of the School Feeding Programme Policy Officer (Technical Assistance Facility project lead) will be responsible for the following duties:
Partnerships
1. Engage across the PPGS team and corporate global units to support the mobilization of donor resources for school feeding.
2. Provide support and liaise with relevant donors as required for the preparation of strategic School Health and Nutrition funding proposals concept notes and briefing documents for internal and external stakeholders. Act as the lead focal point for the Global Partnership for Education in relation to designing and implementing technical assistance facility in the focus countries and other related activities.
3. Substantially contribute to the development of the innovative partnership model aimed at delivering strategic technical assistance through analysis of partnership capacities and comparative advantages of the key partners within the School Meals Coalition support the work of the Coordination Cell articulating and supporting implementation of approaches aimed at nurturing partnerships with the Cell.
4. Put together inputs for briefing documents for management meetings with donors and partners.

5. Support team efforts in the regionalization of the School Feeding Funding Strategy.
6. Act as the partnership focal point for the assigned countries where technical assistance facility pilot will be implemented and support the roll out of the initiative (from contextual analysis partnership and influencing mapping inception missions and workplan design workshops workplan design and implementation).
7. Any other duties as may be required by the Hiring Manager.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced degree in Political Science International Development Law Marketing communications or relevant field or First University degree with additional years of related work experience and/or training courses.
Experience:
Three years of relevant experience in International Development or International Relations.
Knowledge & Skills:
Relationship/partner management resource mobilization excellent writing and analytical skills project management proposal writing.
Languages:
Fluency (level C) English. Intermediate knowledge (level B) of a second UN language is a plus.
