ENTRY LEVEL SALARY: $43900 - FULL-TIME

Description of Occupational Work

Incumbent conducts Housing Quality Standards inspections on housing units participating in the State Rental Assistance Program (SRAP) voucher subsidy rental program. Incumbent interviews participating SRAP clients to obtain information for their annual recertification to determine continuing program eligibility. Incumbent negotiates leases and completes Housing Assistance Payment (HAP) Contracts. Incumbent advises landlords and tenants on program regulations. Incumbent reports to the Supportive Housing Program Manager. This position is the lead position on the inspection team and has additional responsibilities to include but not be limited to supervision scheduling completing reports and handling the more complex client landlord and maintenance matters. This is not a work from home position.

Essential Functions

  • Serve as the team lead and supervisor providing direction to other inspectors.
  • Handle higher level more difficult HQS/landlord/inspection matters.
  • Conduct on-site technical housing inspections to ensure housing units comply with HUD Housing Quality Standards (HQS) and the State Housing Code. Notifies landlords of results and recommendations via letter. Schedule reinspections to ensure deadlines are met according to regulations. Interview tenants to obtain information for third party verification used to determine continued eligibility and the amount of subsidy based on family composition and income.
  • Complete HQS inspections and conduct lease negotiations for housing units initially entering the program. Explain program procedures and policies to new landlords and tenants. Schedule re-inspections as required.
  • Coordinate assign and assess HQS work flow. Train evaluate and supervise Housing and Recertification Specialists. Ensure Housing Quality Standards (HQS) are met and enforced as required by HUD and State Housing Code. Ensure all daily operations are in accordance with federal State and local laws regulations and policies.
  • Maintains comprehensive computerized tenant files. Ensure accurate data input. Prepare and ensure all third-party verification forms are sent.
  • Interact with State federal and local agencies applicants SRAP client and general public. Identify unusual housing or social conditions and make referrals to Child Protective Services Department of Natural Resources and Environmental Control Division of Aging or other appropriate agency. Assists in outreach and orientation for new landlords. Conduct informal reviews and hearings to review appeals of ineligible applicants and participants.
  • Provides professional training for new staff members on the SRAP/Elite/Easy Housing computer program HQS inspections interviewing clients and administrative procedures.

MINIMUM QUALIFICATIONS

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Knowledge of the principles and practices pertaining to physical inspections of residential dwelling units.
  2. Knowledge of office practices and procedures; including recordkeeping and document maintenance.
  3. Ability to establish and maintain effective working relationships with associates subordinates representatives of non-profit agencies and the general public.
  4. Ability to physically inspect residential units throughout the State of Delaware.
  5. One-year experience in document processing which includes reviewing and evaluating records for completeness and conformity with laws rules regulations standards policies and procedures resolve deficiencies interpret information and track and monitor activities.
  6. One-year experience in data collection and data entry which includes collecting compiling and maintaining data from multiple sources such as files records databases customers staffor others.
  7. A current and valid drivers license is required.

THIS POSITION REQUIRES A CURRENT AND VALID DRIVERS LICENSE AND SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND CHECK.
