Position Overview:

The Illinois Department of Early Childhood (IDEC) is hiring a Director of Business Services! This position serves as a senior leader within IDEC responsible for directing and managing a broad portfolio of operational functions that support the agencys mission. This role oversees facilities fleet property control records management telecommunications and security/emergency preparedness ensuring compliance with state and federal regulations while advancing operational efficiency and risk management. The Director develops and implements policies manages budgets leads capital improvement and compliance initiatives and represents the Secretary on matters related to facilities property and business operations. By aligning resources systems and processes the Director ensures the agencys infrastructure business services and records are managed with accountability transparency and fiscal responsibility. Essential Functions

  • Serves as the Director of Business Services for the Illinois Department of Early Childhood (IDEC).
  • Directs plans and manages the IDEC Facilities and Fleet Management Programs
  • Directs plans and manages the IDEC Property and Records Management Programs
  • Serves as a full-line supervisor
  • Performs other duties as required or assigned which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in public administration business management supply chain or logistics management or closely related fields of study.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization with facility and management operations experience with one or a combination of experience with building compliance laws regulations leasing and/or procurement.

Preferred Qualifications

  • Prefers three (3) years of professional experience in a public or private organization planning executing and evaluating processes related to facilities and/or fleet management and/or maintenance grounds and/or custodial management in compliance with state and federal regulations (e.g.44 Ill. Adm. Codeand related).
  • Prefers three (3) years of direct-line supervisory experience managing facilities fleet records and property management employees or teams.
  • Prefers two (2) years of executive or lead Project Management (PM) Experience including familiarity with PM management and/or accountability software (e.g. IBM Maximo Microsoft Project Archibus or SAP EAM or similar).
  • Prefers a professional facility management and/or project management certification e.g. Certified Facility Manager (CFM) Facility Management Professional (FMP) Project Management Professional (PMP) or other certification relevant to facilities or project management.
  • Prefers two (2) years of professional work experience in a collaborative forward-thinking leadership environment applying critical thinking and sound judgment strategies to identify issues and develop and implement viable and sustainable solutions in compliance with policies procedures and protocols that promote accountability and transparency.
  • Prefers one (1) year of experience working with records management processes and procedures including experience establishing maintaining or following records retention schedules management systems records disposal processes and/or transfer to microfilm in compliance with applicable law and regulation (e.g. State Records Act State Records Commission or similar).

  • Requires the ability to obtain and maintain a Commercial Drivers License (CDL) Class A.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

About the Agency

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.
