SUMMARY

The Senior Transit Facilities Project Manager serves as the departments lead for critical projects within the Facilities Operating Division. This role is responsible for delivering facility improvement and maintenance projects that align with Charlotte Area Transit System (CATS) strategy capital budget plans and long-term operational goals. The manager ensures timely and cost-effective delivery of projects while maintaining safety and compliance standards and coordinating across departments.

Major Duties and Responsibilities

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g. training supervising work assignments timesheets performance evaluations etc.) for maintaining necessary staffing enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Plan manage and deliver facilities projects from initiation through completion including scope development budgeting scheduling and resources coordination.
  • Serve as project lead for major capital renovation and operational projects across facilities.
  • Works in tandem with CATS Development Division to capture potential capital projects and align them with the internal projects set up with Facilities Maintenance
  • Align facility improvements with capital planning and CATS priorities.
  • Makes recommendations to the Facilities Maintenance Management Team for any special project.
  • Prepare and present project proposals justifications and updates to leadership.
  • Develop and manage project scopes budgets timelines procurement plans and risk mitigation strategies.
  • Monitor project budgets and expenditures prepare financial reports and manage change orders and cost controls. Conduct regular site visits to monitor progress ensure quality control and address safety or operational concerns.
  • Maintain project records drawings contracts and as-built documentation in accordance with CATS policies
    Prepares evaluates and directs action plans to complete audit documentation required by local state and federal agencies.
  • Analyzes new technology for Facilities Maintenance for efficiency and effectiveness. Works in tandem with the Departments of IT and Innovation to provide recommendations.
  • Assist leadership with preparation of the five-year capital plan and budgeting efforts.
  • Serve as a primary point of contact for internal stakeholders and external vendors on assigned projects.
  • Coordinate closely with engineering procurement safety and operations staff to ensure seamless execution of projects.
  • Ensure minimal disruption to ongoing operations during project implementation.
  • Provides excellent customer service to CATS internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agencys Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Available to respond to emergency situations 24/7 and able to work flexible hours or shifts as required by operational needs.

Minimum Qualifications:

  • Bachelors degree in Engineering Construction Management Architecture Facilities Management or a related field AND at least five (5) years of experience in facilities maintenance construction project management or a related field.
  • OR Associate degree in a related field AND seven (7) years of progressively responsible experience in construction or facilities project management.
  • OR High school diploma or GED AND nine (9) years of progressively responsible experience in construction facilities maintenance or capital project coordination.
  • Valid drivers license with a good driving record.
  • Must be able to work flexible hours and respond to emergencies as needed.

Preferred Qualifications:

  • Experience in a transit or public sector environment.
  • Registration as a P.E. or AIA.
  • Familiarity with public sector procurement and capital planning processes.
  • Proficiency in project management software and tools.
  • Familiarity with building codes ADA OSHA and environmental compliance regulations.
  • Demonstrated experience managing vendor contracts and construction schedules.
  • Experience with federal/state funding compliance including FTA grants and reporting.
  • Strong understanding of transit-related codes safety standards ADA compliance and public procurement practices.

CONDITIONS OF EMPLOYMENT
