The EHR Clinical Analyst II is a technical position within the Information Technology Division (ITD) of the NC Department of Health and Human Services (DHHS) focused on implementing configuring and optimizing Epic electronic health record (EHR) systems. This role supports the clinical application needs of the Division of State Operated Healthcare Facilities (DSOHF) which spans 13 facilities and multiple disciplines including Clinical Documentation Nursing Long-Term Care Therapies and Behavioral Health. The position ensures that Epic functionality is configured to meet both clinical requirements and regulatory standards.

This role supports DSOHF operations by serving as a liaison between IT and clinical end users coordinating build and support efforts and ensuring compliance with applicable standards. By aligning Epic with real-world clinical workflows and participating in governance and quality improvement efforts the position contributes to streamlined care delivery and the broader success of health information initiatives.

Key Duties Include:
  • Configure test and maintain Epic clinical modules (ClinDoc Nursing LTC Therapy BH) based on certified knowledge and facility-specific workflows

  • Troubleshoot Epic-related issues; analyze root causes and manage resolutions in collaboration with Epic Technical Services and vendor partners

  • Lead Tier I analysts in assigned workstreams or smaller projects as needed

  • Maintain documentation of system build configuration decisions workflows and testing outcomes per governance protocols

  • Serve as Tier II support for Epic-related incidents and service requests; ensure issues are triaged and resolved per service level agreements (SLAs)

  • Develop and deliver training materials for Epic system updates; facilitate workflow review and optimization sessions with clinicians

  • Participate in Epic governance readiness and optimization workgroups to align functionality with clinical and strategic goals

  • Ensure Epic configuration complies with HIPAA CMS Joint Commission and other policy standards

  • Support audit compliance and reporting needs by collaborating with reporting teams (Cogito Clarity Caboodle)

  • Monitor system performance; implement technical improvements based on current Epic release notes and best practices

Knowledge Skills and Abilities / Competencies

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants that possess the following skills are preferred:

  • Demonstrated experience configuring and supporting Epic modules like ClinDoc LTC Therapy or Behavioral Health in a clinical enterprise setting

  • Documented experience leading small technical teams or mentoring lower-tier analysts on application build troubleshooting or workflow design

  • A valid and current Epic certification in Clinical Documentation

  • Demonstrated experience collaborating with reporting teams to define clinical metrics and support compliance or audit requirements

  • Documented experience conducting clinical workflow reviews and translating findings into system enhancements or training documentation

Minimum Education and Experience Requirements

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

Bachelors degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and six years of progressive experience in business application business intelligence or enterprise application consulting or development
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and seven years of progressive experience in business application consulting or development
OR
High School or General Education Development (GED) diploma and ten years of experience in business application business intelligence or enterprise application consulting or development
OR
An equivalent combination of education and experience
