Job Summary

Description

This is a skilled full-time non-exempt position under the direction of the Chief Building Official and Senior Plans Examinerwithin the Development Services Department - Building and Codes Division. The incumbent primarily reviews residential building plans and performs building and electrical inspectionsand ensures the inspection of residential building and electrical is completed within prescribed level of service commitments and to ensure compliance with adopted building electrical mechanical plumbing and zoning codes. The ideal candidate will possess strong communication skills a customer service mindset and the ability to interpret and enforce regulations with fairness and consistency. The Residential Plans Examiner assists the Senior Plans Examiner in the overall performance of all Building Plans which includes assisting with commercial review; keeps up to date with training on new and existing codes; responds to citizen and development professionals inquiries; educates property owners architects and contractors on building codes and the citys permitting and plan review processes; provides information and recommendations to the citys various Boards and Commissions; monitors development processes and prepares operational reports as requested.

Examples of Duties

  • Performs the review of residential building permit applications and plans to ensurecompliance withapplicable plumbing mechanical building electrical and/or other codes and ordinances which includesmonitoring third-party plan review responses are timely and adequate feedback is provided to applicants within the established time frames.
  • Coordinates with city planners engineers and other team members to ensure project plans conform with the citys zoning and land use requirements. Works with the citys fire marshal for conformance with fire/life safety codes.
  • Receives and reviews structural engineering mechanical system and other special reports for compliance with applicable construction codes.
  • Assists with the enforcement of building codes and municipal code and zoning ordinances to ensure compliance.
  • Provides guidance and responds orally and in writing to the homeowners citizens architects engineers and contractors regarding submitted plans construction codes ordinances and the citys development standards.
  • Serves as a technical resource to provide professional advice to the Chief Building Official that enables data-driven decision making. Recommends changes to codes rules and regulations based upon common problem areas and special land use development issues.
  • Attends city board and commission meetings as determined by the Chief Building Official.
  • Reviews prepares and maintains a variety of reports logs and/or other related documentation related to inspection results complaint resolutions and/or other related issues.
  • Responsible for assessing and calculating all permit and development fees as needed by the Senior Plans Examiner or Chief Building Official.
  • Ongoing implementation of best practices to enhance the citys development services and review processes.


Other Job Duties
Performs other duties as assigned including:
  • Performs office work relative to the keeping of records and reviewing of construction plans site plans and architectural designs.
  • Prepares correspondence to construction industry professionals relating to required plan corrections and engineering details.
  • Ensures that proper permits have been obtained and that all fees have been collected for the scope of work observed.
  • Coordinates activities with other City departments to ensure attainment of multi-department inspection objectives.


Primary Job Challenges
Primary challenges of this position include staying up to date with the citys adopted building codes development regulations and processes and communicating with individuals with varying levels of education and differing backgrounds andexperience.

  • Job Content Knowledge:
Has thorough knowledge of the policies procedures and activities of the City and building inspection practices as they pertain to the performance of duties relating to the position of Residential Plans Examiner. Is knowledgeable about permitting practices necessary in monitoring and completion of daily responsibilities. Is knowledgeable of general engineering and architecture practices as they relate to building design and construction. Has considerable knowledge of municipal codes; plumbing mechanical fuel gas and can use corresponding manuals. Has considerable knowledge of zoning ordinances and enforcement. Is familiar with the Americans with Disabilities Act. Shall be able to read plans zoning maps plats and surveys.Demonstrates the ability to work effectively with individuals from diverse educational and cultural backgrounds. Maintains up-to-date knowledge of departmental policies procedures technologies and operational needs. Communicates clearly and professionally with supervisors colleagues and external stakeholders involved in City and Development Services Department activities. Gathers and organizes information to produce clear concise and accurate written reports and documentation. Interprets and applies relevant regulations procedures and guidelines with sound judgment. Possesses a strong understanding of departmental terminology principles and practices.

  • Language Skills:
Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Ability to write reports business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers customers and the public.

  • Mathematical Skills:
Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic algebra and geometry.

  • Reasoning Ability:
Ability to define complex problems collect data establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Teamwork:
Develops constructive and cooperative working relationships with input into identifying and solving problems. Anticipates the need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assist others with job tasks when appropriate.


Physical Demands and Work Environment

Physical Demands:Performance of the essential duties of this job requires the incumbent to:
  • Must be able to remain in a stationary position 50% of the time.
  • Occasionally move about inside the office/building to access file cabinets office machinery the public etc.
  • Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends stairs/ladders in various work areas.
  • Frequently moves/transports up to 10 pounds.
  • Occasionally moves/transports up to 50 pounds.

Education and Experience:
The required knowledge skill and abilities to satisfactorily perform job duties are normally acquired through attainment of an associates degree (A.A.) or equivalent from two-year college or technical school plus at least five (5) years of related experience; or equivalent combination of education and experience. Prior supervisory experience is a plus. AState of Tennessee Valid Drivers License is required.


Required Certifications/Licenses:
Within one year from starting employment the Residential Plans Examiner shall obtain a minimum of the following certifications from the International Code Council Inc. and/or State Agency:

  • Residential Building Inspector
  • Residential Plumbing Inspector
  • Residential Mechanical Inspector


The Residential Plans Examiner shall register the appropriate ICC certifications with the State of TN Fire Marshals Office and maintain these certifications through the required continuing education as required by law to be able to remain in compliance.

Equipment
This position requires the use of various office equipment including but not limited to a personal computer (word processing spreadsheet generation) Microsoft Office and permitting software; 10-key calculator telephone facsimile machine copy machine postage machine etc.
