Position Function:
The Emergency Management Specialist works closely with the Director and Assistant Director to assist in the development coordination and implementation of the universitys emergency preparedness programs and emergency plans. This role also involves collaborating with various university departments and external agencies to enhance and refine emergency planning efforts ensuring a comprehensive and effective response framework.
Employees hired into Intermittent positions are limited to working no more than 720 hours per fiscal year.

Essential Duties and Responsibilities:
1. Supports the planning and implementation of the Universitys emergency plans; develops and implements procedures to address emergencies and disasters.
2. Assists in researching developing implementing and evaluating emergency plans such as but not limited to: Comprehensive/Campus Emergency Management Plan Hazard Mitigation Plan Campus Continuity of Operations Plan and Building Emergency Action Plans and Department Continuity of Operations Plans.
3. Coordinates the development implementation testing/training/exercising and review of campus emergency management plans and programs.
4. Assists with post-incident analysis to include writing and monitoring After Action Reports (AARs) Corrective Action Plans (CAPs) and Implementation Plans (IPs).
5. Secures grant funds to assist in funding plan development and maintenance.
6. Develops exercises to test plans and completes after-action reports and improvement plans.
7. Participates in community outreach efforts by creating presentations about emergency management and personal preparedness.
8. Aids and supports the Director Assistant Director and other duties as assigned.
Minimum Qualifications:
Education Bachelors Degree in Safety Security Business or related field
Experience 1 year in Emergency Management or related field
Substitutions:
Any equivalent combination of related experience and/or education approved by the Department of Human Resources Management.
Minimum Qualifications:
1. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
2. Knowledge and understanding of institutional emergency management principles procedures and standards with program planning and implementation skills.
3. Working knowledge of disaster planning processes systems recovery resource requirements.
4. Knowledge of Federal State and local regulations and guidelines related to emergency management and disaster assistance.
5. Program planning and implementation skills.
6. Completion of NIMS ICS coursesand 800.
Preferred Qualifications:
1. ICS 300 and 400 AEM CEM MDCEM credential
2. Completion of the FEMA EMI Planning Practitioner Program (PPP)
3. Experience writing emergency plans.
Knowledge Skills and Abilities:
1. Demonstrated skill in verbal and written communications.
2. Proficient in Microsoft Office suite and attention to detail.
3. Interpersonal and interactive skills and the ability to work effectively within a diverse community. Ability to foster a cooperative work environment.
4. Exceptional planning organizational time management and critical thinking skills.
Working Conditions and Physical Effort
1. Frequent external imposed deadlines set and revised beyond ones control; meeting of deadlines and coordination of unrelated activities are key to position.
2. Job requires internet access and efficient computer to perform remote duties.
3. Vision requirements: Ability to see information in print and/or electronically.
