Job Description

JOB TITLE:Bond Program Budget Analyst and Program Accountant

JOB GROUP: Classified

IMMEDIATE SUPERVISOR: Chief Financial Officer

FTE: 1.0 (8 hours)

START DATE: As soon as possible after hire

GENERAL DUTIES SUMMARY:

Primarily responsible for the complex accounting related to the general ledger fixed assets and investment account maintenance for Bond projects and General Obligation Bond proceeds. Also assists in the coordination of the bond budgeting and accounting with the Districts computerized financial management system prepares and/or verifies accounting records and reports prior to or after computer processing coordinates the computerized maintenance and production of the Districts budget related to Bond projects. Works closely with the Districts bond management team project management consultants and District finance staff. The Chief Financial Officer may assign other Bond required responsibilities.

ESSENTIAL REQUIREMENTS & RESPONSIBILITIES

The essential functions of the positions in the Classified Classification are listed below. They include the requisite skills experience and education for the assignments in this classification.   • Propose and prepare program and project budgets for the Districts bond program in coordination with the Bond Management team and consultants.
  • Maintain chart of accounts and budgets for bond projects in bond financial and project management software system and the Districts accounting system.
  • Monitor daily Bond project cash balances and needs and prepare cash flow reports for investment of bond proceeds.
  • Review contract documents for accuracy; ensure entry of contracts in bond financial and project management system are accurate.
  • Train third party and district staff on use of bond financial and project management system.
  • Prepare complex fiscal analysis and management reports on the Districts bond projects; prepare correspondence and other administrative documents.
  • Support management of the Districts treasury function in relation to investment of Bond proceeds and project cashflow forecasts. Prepare the accounting of all investment-related journal entries.
  • Assist with the preparation of information including project reports and arbitrage reports for Bond Oversight Committee and School Board meetings.
  • Develop working relationships with project management contractors and district staff within and without the bond program.
  • Maintain knowledge of Generally Accepted Accounting Principles (GAAP) as well as state and lfederal regulations.
  • Assist with troubleshooting purchase order research and misposting investigation in accounting software.
  • Compile statistical data and prepare and run necessary general ledger reports
  • Input journal entries for approval.
  • Prepare complex spreadsheets to calculate and analyze financial data.
  • In relation to Bond projects assist with the preparation of the Districts annual budget and long-range financial plans and projections.
  • Prepare year-end journal entries and work papers and schedules for capitalization of Bond projects.
  • Prepare year-end journal entries and work papers and schedules for investments of bond proceeds.
  • Participate in the preparation the Annual Comprehensive Financial Report in accordance with generally accepted accounting principles and the standards of the GFOAs Certificate of Achievement for excellence in Financial Reporting Program as it relates to capitalization of Bond projects and investment of Bond proceeds.
  • Assist with external audit and ACFR preparation as related to the bond projects.
  • Maintain fixed asset accounting inventory and reconcile for ACFR for bond projects.
  • Assist Controller and Chief Financial Officer with budget analysis related to bond projects.
  • Monitor retainage accounts.
  • Perform other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

None

Must possess the physical and mental skills and abilities to:

  • Possession of a certificate as a Certified Public Accountant (CPA) Government Certified Accountantand/or an advanced degree in accounting is strongly preferred.
  • Three years of progressively responsible experience in professional accounting related to construction. Must possess the education and/or training to perform at and acquire knowledge of:
    • Generally accepted Accounting Principles and Procedures (GAAP)
    • Generally accepted government auditing standards
    • Generally accepted auditing standards
    • Governmental Accounting Standards Board standards
    • Oregon Budget Law
    • Federal state and local procurement laws and rules.
  • Present and future valuing and how it affects financial decision-making
  • Considerable knowledge of information systems applications as they relate to financial operations
  • Financial planning cash management investments budgeting
  • Analysis principles and practices

Must possess the mental and physical skills and abilities to:

  • Recognize and resolve accounting auditing and internal control situations.
  • Utilize spreadsheet and database systems sufficient to perform assigned duties
  • Project a strong professional presence in appearance actions and personal demeanor and be a person who can inspire confidence with regard to District and Department policies programs and services.
  • Recommend and implement changes in accounting and internal control procedures.
  • Perform accounting transactions pursuant to GAAP.
  • Prepare a variety of financial statements reports and analyses.
  • Communicate clearly and concisely both orally and in writing.
  • Establish and maintain effective working relationships.
  • Perform the essential functions of the job

Language and Math Skills

  • Ability to read analyze and interpret financial and technical journals financial reports and legaldocuments
  • Ability to respond to common inquiries or complaints from customers regulatory agencies or members of the business community
  • Ability to effectively present information to top management public groups and/or boards of directors.
  • Work with mathematical concepts such as probability and statistical inference and fundamentals ofgeometry and trigonometry; and apply concepts such as fractions percentages ratios and proportionsto practical situations.

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written oral diagram or schedule form

ESSENTIAL EDUCATION FUNCTIONS AND CAPABILITIES

Any satisfactory equivalent combination or experience and training that ensures the ability to perform the essential functions may substitute for the requirements below.

  • Bachelors Degree in Accounting Finance Business Administration or related field or equivalent experience to preforming the duties described above.
  • At least 3 years of general accounting experience that includes processing complex financial transactions and preparation of budget or project reports.
  • Working knowledge of Federal state and local laws regarding procurement for school districts.

Must possess the education and/or training to perform at and acquire knowledge:

  • Cross-training within departments to support District needs
  • Acquiring and successfully completing training and/or classes that will enhance and modernize Department and District needs

CERTIFICATES LICENSES REGISTRATIONS

  • Oregon or Washington Drivers License or ability to get to and from work in a timely manner and perform the essential functions of the position

LANGUAGE AND MATH SKILLS

Employees with English as a second language must be able to:

  • Communicate their need for clarification and/or interpretation of directions
  • Be willing to attend English class as requested by supervisor
  • Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume
  • Ability to apply concepts of basic algebra and geometry
  • Sufficient skill to accomplish the essential functions duties and responsibilities of the position

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

  • Office hours and construction site environment with noise level moderate to high depending on environment.

EVALUATION

Performance of this job will be evaluated in accordance with the Managerial contract and Board Policy.

TERMS OF EMPLOYMENT

This is a twelve month assignment on the P range of the Classified Job Schedule. The assignment of the step will be in compliance with the current Collective Bargaining Agreement and range of pay is located in the current Classified Salary Schedule.

A new employee shall be allowed up to four (4) years of experience on the salary schedule based on actual years of experience on a job of like responsibilites and skills. $34.90 per hour
