Job Summary

Role: Business Systems Analyst Accela / Community Development

Location: Sacramento CA (Onsite/Hybrid as required)

Overview

A Community Development Agency is seeking a journey-level Business Systems Analyst to support the re-engineering of permitting and workflow processes. This role will focus on gathering requirements improving operational efficiencies and ensuring successful implementation and adoption of new features within the County s permitting system Accela.

Responsibilities

Elicit analyze and document business and technical requirements.
Organize requirements into clear actionable documentation.
Prepare meeting minutes action items and next steps.
Collaborate with developers to ensure clarity of requirements throughout the development cycle.
Develop software test plans and user guides.
Conduct quality assurance testing to ensure system reliability and adherence to requirements.
Train end-users on new and existing software systems for effective adoption.
Contribute to project documentation including proposals schedules change requests and closure reports.

Excellent oral and written communication skills.
Professional presence with strong interpersonal skills.
Strong organizational skills and attention to detail.
Ability to manage deadlines and prioritize tasks effectively.
Comfortable communicating with customers technical teams management and vendors.
Experience facilitating meetings and working independently with minimal supervision.
Ability to quickly learn new systems and interpret complex data for stakeholders.

Preferred Experience

Hands-on experience with Accela or collaboration with Accela development teams/vendors.
Experience working in or with a Community Development agency especially in areas related to permits inspections or planning.
