Job Description

POSITION TITLE: Monitoring and Evaluation (M&E) Officer

LOCATION: Sulawesi Indonesia

GENERAL:

POSITION SUMMARY:

The M&E Officer will be responsible for developing and managing the M&E systems and processes for a results-oriented project to address forced and child labor risks in critical minerals in Indonesia. The M&E Officer will be responsible for the implementation of the projects M&E activities and data reporting requirements. S/he will also serve as the point of contact with external evaluators and strengthen partner capacity.

Winrock International is seeking a full-time Monitoring and Evaluation (M&E) Officer for an anticipated four-year U.S. Department of Labor-funded project to promote fair and reliable critical mineral supply chains in Indonesia free of child labor and forced labor. The project will focus on 1) improved regulatory frameworks and their enforcement; 2) capacity building for monitoring identification enforcement and remediation; and 3) research to understand the drivers risk factors and actors affected by forced labor in critical minerals in Indonesia. This position is contingent upon receipt of funding.

ESSENTIAL RESPONSIBILITIES:

  • Manage a rigorous approach to monitoring and evaluation including creating systems for monitoring performance progress toward specific objectives outputs milestones and outcomes.

POSITION QUALIFICATIONS:

Education: Bachelors or Masters degree in statistics demographics public policy international development economics or related field. Masters degree or Bachelors plus an advanced certificate in M&E statistics economics or international development preferred.

Work Experience:

  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing implementing and operating project M&E systems from project initiation to closeout stages including experience building and maintaining working relations with stakeholders in a culturally-responsive and collaborative manner.
  • Experience in strategic planning and performance measurement including indicator selection target setting reporting and developing M&E plans as well as sustainability plans. Experience in designing and administering data collection tools conducting data entry data cleaning data processing and analysis.
  • Demonstrated ability to facilitate co-creation processes create and use tools to elicit and leverage learning and lead cross-team learning or sensemaking workshops.
  • Demonstrated experience with one or more of the following is preferred: Complexity-Aware Monitoring Evaluation and Learning (CAMEL) Collaboration Learning and Adaptation (CLA) Adaptive Management Systems Thinking and Complexity Science (STCS).
  • Experience with mobile data collection strongly preferred.
  • Ability to facilitate and serve as project liaison for externally managed evaluations.
  • Knowledge of the major evaluation methodologies (e.g. qualitative quantitative mixed method and impact)
  • Experience managing and providing ongoing M&E training to project staff and/or subrecipients
  • Experience with data quality assessments and oversight.
  • Familiarity with US Government M&E requirements strongly preferred.
  • Excellent interpersonal skills and ability to be flexible responsive and confident in interfacing with staff members and external stakeholders to accomplish tasks.
  • Oral and written fluency in English and Bahasa Indonesia required.
  • Proficiency in word processing database management statistical analysis survey and presentation software. Familiarity with Microsoft PowerBI preferred.
