Job Description

DEFINITION


Community Services Officer - Sheriffs Office
Are you interested in making a difference Employees implement lasting change with a positive impact for the people of Humboldt County.

Work Location:
This position will be based out of the Humboldt County Sheriffs Department in the Humboldt County Courthouse in downtown Eureka. However employees will regularly use a county vehicle to travel throughout the County to perform work.

Work Hours:
The regular schedule for this position is 10-hour shifts four days per week.

Depending on staffing or department needs you may be required to work nights weekends or holidays.


Under general supervision performs specialized community service work in support of law enforcement activities; performs civilian law enforcement duties in support of sworn personnel including taking police reports; provides assistance and counseling to the public in areas of responsibility including drug education and crime prevention programs; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This civilian class is responsible for development and implementation of drug education and crime prevention programs taking criminal reports under well defined guidelines and assisting sworn professional staff with assigned duties. The incumbent is expected to exercise considerable independent judgment and discretion in the development and presentation of specialized educational programs to the public.

EXAMPLES OF DUTIES

  • Plans develops coordinates and teaches specialized educational programs for elementary through college age students.
  • Consults with teachers parents and representatives of organizations and other support agencies regarding curriculum content and implementation.
  • Provides basic counseling services regarding drug abuse for youth and parents.
  • Acts as a resource person and curriculum consultant for public information programs for parents school districts educators students community organizations and groups professionals and the news media.
  • Acts as a liaison between the department and school districts in areas of responsibility.
  • Assists with a variety of workshops and programs.
  • Establishes and participates in community relations programs such as community action groups drug abuse prevention and neighborhood watch programs.
  • Prepares and coordinates the release of publicity regarding the Sheriffs Department and other law enforcement departmentss and community relations programs through various media including radio television and newspapers.
  • Maintains current information and research regarding drugs drug trends effects of drug use and crime prevention methods and techniques.
  • Compiles writes and/or designs manuals pamphlets and informational booklets for departmental personnel and the public.
  • Serves as desk or field officer takes reports of criminal incidents in person or by telephone prepares reports and documentation.
  • Serves subpoenas and other legal process maintains documentation and writes reports regarding documents served.
  • Collects found property receives and processes abandoned vehicle notices and coordinates removal of the vehicle.
  • Issues citations for violations of specific county codes including parking violations.

QUALIFICATIONS

Knowledge of:

  • Principles of drug abuse and child safety including knowledge of various narcotics drugs and their characteristic effects.
  • Principles and practices of educational program development and implementation including curriculum planning and program monitoring.
  • Basic law enforcement practices and terminology.
  • Methods for evaluating program quality and effectiveness.
  • Applicable local and state laws and regulations.
  • Basic techniques for interviewing.
  • Legal requirements for service of legal process.
  • Basic recordkeeping.
  • Business English including spelling grammar and punctuation.
Skill in:
  • Developing implementing presenting and coordinating specialized educational programs.
  • Evaluating the effectiveness of specialized education programs and making sound recommendations for improvement.
  • Providing effective basic counseling services.
  • Exercising sound independent judgment and discretion within established guidelines.
  • Representing the County in contacts with school districts and the public.
  • Preparing clear concise reports and other written materials.
  • Establishing and maintaining effective working relations with those contacted in the course of work.
  • Maintaining accurate records.
Other Requirements:
  • Must possess a valid California drivers license.
  • Must be able to pass a detailed background and criminal history check.
  • Must be available to work evenings and weekends.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
  • Two years of experience in a law enforcement office which has EITHER included development and implementation of public education programs OR has provided in-depth knowledge of drug abuse and crime prevention programs

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
