ASSISTANT EXECUTIVE PUBLIC SERVICES DIRECTOR

DEPARTMENT: Public Services

DIVISION: Public Services Administration

Pay Grade: GRADE 190: $118705.90 - $172123.55 Annual Salary

FLSA STATUS: Exempt Non-Merit Full-Time Eligible for Benefits

GENERAL PURPOSE

This position assists the Executive Director in planning directing managing and overseeing the activities and operations of the Public Services Department including park maintenance and development engineering recreation cemetery golf courses sewer storm water streets solid waste/green waste collection and disposal water treatment distribution and administration and provide support for community events and celebrations. Receives direction from the Executive Director of Public Services. Exercises direct supervision over management supervisory professional and technical staff. Supports the Executive Director in aligning departmental operations with the Citys long-term strategic plan and fostering innovation to meet evolving community needs.

ESSENTIAL JOB FUNCTIONS

  • Assist in managing responsibility for all Public Services Department services and activities including engineering sewer streets waste collection and disposal water treatment distribution and administration; recommend and administer policies and procedures.
  • Assist in managing the development and implementation of Public Services Department goals objectives policies performance indicators and priorities for each assigned service area.
  • Assist in evaluating service and staffing needs within city policy; support monitoring of the efficiency and effectiveness of service delivery methods and procedures; provide recommendations for resource allocation to the Executive Director.
  • Assist in coordinating the Public Services Department work plan in collaboration with subordinate managers; support the assignment of projects and programmatic responsibilities as delegated; help review and evaluate work methods and procedures; participate in meetings with management staff to help identify and resolve operational issues.
  • Assist in assessing and monitoring workload administrative processes support systems and internal reporting structures; identify opportunities for improvement and provide recommendations; support the implementation of changes as directed by the Executive Director.
  • Support the Executive Director in the selection training motivation and evaluation of Public Services Department personnel; assist in coordinating staff training efforts; work collaboratively with supervisors to address performance issues; participate in disciplinary processes as directed.
  • Assist in the development and administration of the Public Services Department budget; support forecasting of funding needs for staffing projects equipment materials and supplies; review and make recommendations on expenditures and budgetary adjustments in coordination with the Executive Director.
  • Support the Executive Director in explaining and justifying Public Services Department programs policies and activities including preparing reports and presentations; assist in addressing sensitive or controversial issues and participate in negotiations as the Public Services Department to other city departments elected officials and outside agencies as assigned; assist in coordinating departmental activities with other departments external agencies and community organizations under the direction of the Executive Director.
  • Provide staff assistance to the Mayor Chief Administrative Officer Executive Director and City Council; prepare and present staff reports and other necessary correspondence.
  • Provide staff support to assigned boards and commissions.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public services administration.
  • Perform Community Engagement including public outreach media relations and intergovernmental partnerships.
  • Risk/Compliance: Employee is responsible for regulatory compliance and is expected to respond to and manage departmental preparedness and emergencies.
  • Prepare capital improvement plans including financing alternative funding strategies and cost recovery approaches.
  • Establish performance metrics including Key Performance Indicators (KPIs) implement dashboards and report progress.
  • Oversight of asset management systems data-driven practices and environmental initiatives.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Direct the compilation of estimates contract provision and specifications.
  • Direct the development of long-range plans for all assigned areas of responsibility.
  • Participate in the management of construction bids and plans; oversee construction management.
  • Participate in the soliciting of project funding from various agencies; identify revenue sources through research. Provide guidance and support to the Grant Administrator.
  • Negotiate contracts and agreements for professional services; oversee the administration of agreements.
  • Direct or coordinate activities of the department as concerned with production project management and construction management.
  • Make presentations to legislative or other government committees regarding policies programs or budgets.
  • Recommend major policy matters to elected representatives for final decisions.
  • Conduct or direct investigations or hearings to resolve complaints or violations of policies on employee disciplinary issues.
  • Serve as liaisons between organizations shareholders and outside foundations and organizations.
  • Attend and participate in meetings of municipal councils or administrative committees.
  • Represent organizations or promote their objectives at official functions or delegate representatives to do so.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Assist in the management of department fleet needs.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.
  • Employee is expected to perform duties in person.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least eight years of progressively responsible experience in public administration program coordination or departmental operations including five years in a supervisory or management support role.
  • Bachelors degree in Public Administration Business Administration or a related field preferred.
  • An equivalent combination of education and relevant experience may be considered in place of a formal degree.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Employees will be required to complete NIMS IS100 IS200 ICS300 ICS400 IS700 IS701 IS702 IS703 IS704 IS706 IS775 IS803 and IEMC course(s) position-specific ICS courses based on assignment within two years of hire.
  • Ability to work extended or irregular hours during emergencies and must attend public meetings and represent the City in community forums.

  • Skill in analyzing problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals.

  • Skill in interpreting and applying federal state and local policies procedures laws and regulations.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Performance Management the ability to develop and monitor KPIs.
  • Skill in leveraging digital tools GIS and asset management systems.
  • The ability to maintain effective audio-visual discrimination and perception needed for: making observations; reading and writing; communicating with others; operating assigned equipment as required by the position.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • The work environment is primarily inside where the noise and temperature levels are moderate.
  • The work is light work which requires exerting up to 25 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to lift carry push pull or otherwise move objects.
  • Must possess the visual ability to see clearly at close (less than 20 inches) distances identify and distinguish colors observe an area that can be seen up and down or left and right while eyes are fixed upon a given point and adjust the eye to bring an object into sharp focus.
  • Additionally the following physical abilities are required: standing walking sitting using hands and fingers to handle or feel reaching with hands and arms stooping kneeling crouching talking and hearing.
