Collection and Technical Services Manager

Kitsap Regional Library is looking for a highly motivated and team orientated individual to provide superior leadership supervisory and organizational skills in the CTS department. This position is responsible for planning and organizing workflow supervising employees and leading strategic development of policies and services. This position reports to the Chief Financial and Operating Officer.

The beautiful Kitsap Peninsula is located directly across from the vibrant city of Seattle and is easily reached by a state ferry system that offers regularly scheduled ferry runs between Seattle and either Bainbridge Island Bremerton or Kingston to the north. The Kitsap Peninsula is in close proximity to the Olympic Peninsula and the Olympic National Forest and serves as a popular destination for all types of outdoor recreation activities including hiking camping kayaking scuba diving and boating. We enjoy over 200 miles of accessible shoreline.

GENERAL DESCRIPTION

Leads and directs the operations and activities of the Kitsap Regional Library Collection and Technical Services department including system-wide Collection Development (selection acquisitions cataloging processing and distribution) Management and Maintenance and Interlibrary Loan; responsible for the strategic development and maintenance of Library collections resources and related services and activities; oversees development and implementation of departmental policies plans and procedures that achieve Library goals and objectives responsive to community needs; participates in system-wide planning; evaluates community needs and trends; manages and maintains vendor relationships; addresses and resolves patron inquiries and complaints; represents the Library to the community; and supervises assigned personnel.

QUALIFICATIONS AND EXPERIENCE

Master of Library Science Degree from an American Library Association accredited school and Washington State certification as a librarian or comparable education and experience that demonstrates the ability to perform the job plus a minimum of three years professional library experience including at least two years of progressively responsible experience in collection development and/or technical services activities.

Two years experience in the management or supervision of a workgroup.

BENEFITS & SALARY

Employees regularly scheduled 20 or more hours per week are eligible to participate in our medical dental vision basic life AD&D long term disability insurance plans health reimbursement arrangement (HRA) as well as our employee assistance program. Additionally all employees regularly scheduled 20 or more hours per week receive 13 paid holidays throughout the calendar year. Employees in this position earn 15 days per year of vacation leave over the course of their first year 13 days of sick leave and 1 personal day each year.

Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.

Offers to new employees are expected to be between $88420.71 and $96619.32 per year depending on required and relevant experience and in alignment with internal equity. The full compensation range for this position is $88420.71 - $122395.00 per year which includes compensation for incumbents with significant tenure at our library. This allows for growth and progression within the organization.

ESSENTIAL FUNCTIONS

Any of the following duties may be performed. These examples are not necessarily performed by all incumbents however and do not include all specific tasks an incumbent may be expected to perform.

DUTIES:

  • Creates a patron-driven collaborative positive productive and professional environment that delivers high-quality effective collections and services that are responsive to the needs of customers and community.
  • Oversees and directs department operations to ensure operational efficiency high quality service delivery and excellent customer service.
  • Contributes to strategic long-range and operational planning program development and evaluation resource development budgeting staff planning and development and allocation of resources in support of the librarys mission and goals.
  • Directs the development and implementation of departmental priorities plans policies and procedures; develops annual and multi-year goals and objectives and monitors and reports completion progress.
  • Provide leadership in the development recommendation and implementation of collection development policies and procedures including collection criteria and budget guideline to support a collection responsive to the mission roles and objectives of the library.
  • Evaluates the Librarys collection service needs and ensures department services priorities and materials align and supports the Librarys vision goals initiatives projects and branch service plans.
  • Develop and maintain effective lines of communication within the department and collaborative relationships with other library departments branches and divisions.
  • Coordinates with other departments in planning developing and maintaining efficient workflow among departments branches and divisions.
  • Analyzes system service requirements and recommends changes to improve operational efficiency and/or better serve the needs of the patron.
  • Oversee cataloging and classification of library materials.
  • In collaboration with the Circulation and Systems Coordinator share responsibilities for the maintenance and enhancement of bibliographic data within the Integrated Library System (ILS)
  • Responsible for the administration and use of the acquisitions cataloging and serials modules of the ILS
  • Experience in working with integrated library system and discovery layer software to manage and facilitate positive patron experience with the digital catalog and with deep level knowledge of ILS customization and SQL develop analytic tools to help enhance CTS operations and train others as needed.
  • For building projects remodels or relocations that affect materials shelf space collaborate with affected department branch division and/or external staff to create plans for collection shelving placement and/or moves.
  • Develops and administers the departments budget to support strategic goals of the library and the needs of the community; monitors and authorizes expenditures.
  • Hires trains supervises coaches disciplines and evaluates the performance of personnel and consultant staff; ensures staff compliance with Library and departmental policies procedures and service standards.
  • Responds to public and staff inquiries and facilitates the timely resolution of issues.
  • Represents the Library to and interacts with community groups outside organizations and the public; builds and maintains positive community partnerships.
  • Manages vendor relationships and contractual agreements.
  • Stays apprised of contemporary issues trends and developments in collection and technical services publishing and public library services; able to assess their relevance and apply to the library as appropriate.
  • Brings matters of public concern regarding waste inefficiency corruption discrimination and safety to the attention of Library management.
  • Accurately communicates the Librarys policies to staff and members of the public in all job-related contacts.
  • Positively reflects Kitsap Regional Librarys mission vision and values to members of the public and staff.
  • Performs other duties as assigned or required.

Most of the work is carried out within a generally accessible safe indoor environment. While performing the duties of this job the incumbent must be able to communicate with staff and vendors as well as identify and organize library data based on small-print numbers and alphabetical characters; and operate computers for extended periods of time.

SCHEDULE

This is a full-time position scheduled for 40 hours per week. The schedule is typical Monday through Friday office hours but may include weekends and evenings as needed. Please note that schedules are subject to change to meet the needs of the library.

The nature of this position requires regular onsite presence including direct supervision and support of staff. Telework may be an option contingent upon operational needs organizational priorities and demonstrated performance.
