Job Description

PROJECT DESCRIPTION:

EpiC-HIV is a multi-year global project funded by the U.S.A. Department of State that provides strategic technical assistance and direct service delivery to help countries achieve theglobal HIV targets. The project aims to promote the self-reliant management of national HIV programs by improving HIV case-finding treatment programming and viral load suppression among individuals with behaviors that put them at risk. Now in its fifth year of implementation EpiC-HIV Philippines continues to focus its work in Greater Metro Manila to address critical gaps and bottlenecks in the countrys HIV response. It achieves this by strengthening the capacities of local community-based organizations and working closely with government and its public facilities to deliver client-centered HIV services.

JOB SUMMARY:

The Technical Officer - Procurement and Supply Chain Management position reports to the Senior Technical Specialist and will assist on the critical technical and program management support to EpiC partners specifically DOH and its Centers for Health Development partner facilities and project sub- partners. This post will be working with the country team to support DOH and partner sites in improving the PSCM processes and systems (Procurement Quantification Inventory Management Warehousing and distribution Pharmacovigilance).

DUTIES AND KEY RESPONSIBILITIES:

PSCM Processes and Systems Improvement

  • Assist in the assessment and documentation of existing PSCM processes at DOH and partner sites.

  • Support the implementation of strategies to improve procurement quantification inventory management allocation/reallocation storage and distribution of HIV-related commodities.

  • Support in the monitoring of adherence to Pharmacovigilance standards and escalate issues as needed.

Technical Support and Capacity Building

  • Provide day-to-day technical support to DOH staff Centers for Health Development partner facilities and project sub-partners.

  • Assist in the development and dissemination of tools training materials and standard operating procedures as appropriate.

  • Support the organization in the facilitation of workshops and training sessions to strengthen PSCM capacity.

  • Participate in mentoring and monitoring activities to promote sustainable improvements in PSCM practices.

Data Management and Analysis:

  • Collect and validate PSCM-related data from partner sites and facilities.

  • Assist in the analysis of data to identify trends gaps and areas for improvement.

  • Prepare and submit timely and accurate reports to inform decision-making and stakeholder updates.

Stakeholder Engagement:

  • Maintain regular communication with DOH Centers for Health Development and implementing partners to support PSCM activities.

  • Coordinate logistics and documentation for meetings training and site visits.

  • Represent the project in technical working groups and coordination meetings as assigned.

Cross- Functional Collaboration:

  • Coordinate with the EpiC programs technical strategic information and finance sub-teams to ensure smooth implementation and alignment of program activities across implementing partners (IPs).

  • Provide technical support to EpiC Philippines Senior Technical Officers and the EpiC Philippines Project Director.

  • Write and edit technical reports presentations and documents.

  • Conduct searches of published literature in assigned technical areas.

  • Monitor and maintain protocols instruments data sets manuals training materials and reports.

  • Perform other duties as assigned.

QUALIFICATIONS:

  • Bachelors degree in supply chain management Logistics Public Health or a related field. A masters degree is an advantage

  • At least five years of experience with NGOs or INGOs involving procurement and supply chain management preferably in HIV/AIDS programs.

  • Strong understanding of PSCM processes within DOH and the public and private sector particularly in the context of HIV-related commodities.

  • Knowledge of health programs (HIV/AIDS reproductive health family planning public health international development and/or social science) in Philippines

  • Have written and oral communications skills

  • Excellent analytical problem-solving and decision-making skills.

  • Ability to work independently and as part of a team with initiative to manage high volume workflow.

  • Experience in working with country programs funded by the US government or other international donors.

  • Sensitivity to cultural differences and issues surrounding HIV/AIDS

  • Work well in cross-cultural settings and diverse groups of people.

  • Ability to travel at short notice

The position will be based in Manila Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
