We have an exciting opportunity to join our growing Active Travel Team which sits within the Bus Accessibility and Active Travel Directorate (BAAT).

The Team contributes to the Scottish Governments national outcomes we are healthy and active; we value enjoy protect and enhance our environment and we live in communities that are inclusive empowered resilient and recognition of the importance of the work and in order to accelerate progress towards our ambitions for an active nation and commitment to reduce car journeys the teams budget has increased year on year.

In order to prepare for the increased investment in active travel we have undertaken a review of the delivery model for active 2024-25 we launched the Active Travel Infrastructure Fund which will see Transport Scotland receive applications scrutinise them for delivery and strategic impact award funding and monitor delivery. We are also leading on the Bus Infrastructure Fund which will see Regional Transport Partnerships and Local Authorities receive funding for bus infrastructure improvements in their areas.

As post holder you will be working in a dynamic and rapidly developing area with a strong Ministerial public and media focus. This role demands a dynamic individual with an understanding of transport planning design and a passion for promoting sustainable transportation options. You will be responsible for leading the appraisal design management and delivery of sustainable transport programmes including the new Bus Infrastructure Fund. This role requires a technical background in engineering/transport planning effective project management skills and the ability to lead manage and develop a team. The ideal candidate will ensure project deliverables are achieved on time within budget and to the required quality standards driving innovation while also providing comprehensive reporting and stakeholder engagement.

The role will report to the Sustainable Transport Technical Team Lead.

Main Duties of Role
  • Manage grants supervise and provide guidance to external stakeholders during the feasibility design and construction of sustainable travel projects. Oversee the delivery of active travel and bus infrastructure programme/projects to ensure project deliverables are on time within budget and in compliance with relevant regulations and quality standards.

  • Develop and maintain a comprehensive project plan for sustainable travel infrastructure projects (appraisal design construction and monitoring & evaluation) considering factors such as budget forecasts timescales expenditure change control programme/project risk rating. Providing regular programme and other project reports to internal stakeholders including senior management.

  • Support the development of an interactive map of an active travel network that helps in identifying gaps in the active travel network for future investment. This requires liaising with a range of external and internal stakeholders delivery partners and third-party organisations.

  • Procure services (e.g. technical consultancy commissions) and support the management of technical consultants and internal procurement procedures as necessary.

  • Collaborate with various stakeholders including Local Authorities Regional Transport Partnerships and National Park Authorities to gather feedback on the Transformation Programme capacity and capability and build support for future active and sustainable travel initiatives.

  • Preparation of correspondence and briefing to Ministers ensuring that this is in line with official guidelines and held to the highest standard. The post will assist the Sustainable Transport Programmes Team Leads on direct liaison with Ministers and senior management and attend engagements where necessary.

  • Provide Line Management support to Graduate Civil Engineering/Transport Planners and/or Support Officers and support theirdevelopment as required.



Responsibilities
Qualifications

It is an essential requirement of the post that for CEng you hold a suitable degree in Civil Engineering or an equivalent degree related to the profession. For the Chartered Transport Planning Professional you will either hold an approved Masters degree in Transport Planning or demonstrate that you have achieved the equivalent level of knowledge.

AND for Civil Engineers you must be a Chartered member of an appropriate professional body and registered with the Engineering Council or for Transport Planners you must be registered as a Chartered Transport Planning Professional (CTPP) and a member of an appropriate professional body.

  1. You must be able to demonstrate strong Project Management Financial Management and Technical skills / ability.

  4. The ability to formulate and evaluate financial information and supporting processes with an awareness of SG financial reporting and budget management.
