JOB SUMMARY:
The Executive Director supervises manages and administers all functions of the program which provides comprehensive coordinated early childhood and special education/early intervention services in compliance with the goals and objectives of Child Development Services of Fremont County.
EDUCATION AND CERTIFICATIONS:
Minimum requirement is aMasters degree in Special Education Early Childhood Education or a related field.
An equivalent combination of education and experience will also be considered.
Minimum of five years experience in Special Education or Early Childhood Education or a related field.
Current CPR certification through AHA or ability to obtain within 90 days of hire.
EXPERIENCE:
Practical and administrative experience in fiscal management fundraising and grant preparation.
Knowledge of Public Law (I.D.E.A.) and the Wyoming Department of Special Education Chapter 7 Services for Children with Disabilities; assessment materials and ECSE curriculum.
SUPERVISORY RESPONSIBILITIES:
Center Coordinators Business Manager Human Resources Manager Physical Therapists Occupational Therapists and Speech Language Pathologists.
REQUIRED SKILLS KNOWLEDGE AND ABILITIES:
SKILLS required: ability to perform multiple technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies are required to satisfactorily perform the functions of the job including operating standard office equipment utilizing pertinent software applications; planning and managing projects; preparing budgets and reviewing financial information; developing effective working relationships; and administering personnel policies and procedures.
KNOWLEDGE required: algebra and/or geometry; read technical information compose a variety of documents and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: operational characteristics services and activities of an HR program; business and contract law; principles and practices of program development and administration; budget preparation and administration; personnel processes; and pertinent Federal/State/Local codes policies regulations and/or employment laws. General knowledge of Google Workspace. Generally knowledge of accepted accounting principles.
ABILITY required: understanding of how to schedule a significant number of activities meetings and/or events; often gather collate and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem-solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines and problem solving with equipment is limited to moderate. ESSENTIAL DUTIES:
Maintaining open communication and disclosure of conditions operations and needs of the organization.
Drafts presents and recommends organizational policies and programs to the Board.
Prepares and presents a monthly report to the Board.
Maintain open communication with shareholders partners elected officials and funding sources.
Prepares the annual budget school calendar and organizational plan.
Makes timely applications for grant funds and oversees necessary reporting.
Ensures compliance with the regulations and rules of governing agencies by continually monitoring the organizations service delivery and initiating changes as required.
Ensures attainment of program objectives through the selection development motivation and evaluation of CDS staff. Specifies staff accountabilities and evaluates performance.
Supports and directs public relations activities to build and maintain relationships with other organizations and the public.
Manages programmatic decisions in the best interest of the organization.
Seeks additional funds through grants and fundraising efforts.
Oversees all accounting processes annual audit payroll and expenditures.
Manages and oversees personnel decisions in coordination with the HR Manager.
WORK ENVIRONMENT:
The usual and customary methods of performing the jobs functions require the following physical demands: some lifting carrying pushing and/or pulling and some fine finger dexterity. Generally the job requires 50% sitting 45% walking and 5% standing. This job is performed in a generally clean and healthy environment.
