Position Overview

This position is responsible for administering the Safe Routes to School (SRTS) Program and assisting with the Illinois Transportation Enhancement Program (ITEP) in the absence of the ITEP Program Manager or as required. This position analyzes evaluates and makes funding recommendations for candidate SRTS projects submitted by local governmental agencies and ensures compliance with the Grant Accountability and Transparency Act (GATA). This position works with local sponsors other state agencies and the districts to ensure the accuracy and completeness of project application submittals and discusses the merits and recommended scope of work for projects proposed for SRTS funding ensuring the accuracy and recommended scope of work for projects proposed for SRTS funding.

Essential Functions

  • Keeps current with state and federal laws and guidelines pertaining to the Safe Routes to School (SRTS) program and the Illinois Transportation Enhancement Program (ITEP).
  • Promotes projects that increase the number of children safely walking and bicycling to school.
  • Administers the SRTS program from the solicitation of applications and programming of funding through the reporting and evaluation process.
  • Monitors the federal and state program funds and project implementation for scope schedule and budget.
  • Reviews and evaluates project merits and makes funding recommendations for candidate SRTS projects.
  • Ensures Grant Accountability and Transparency Act (GATA) compliance by verifying registration in the GATA portal and that all required paperwork has been updated and submitted by project sponsors.
  • Assists with the ITEP in the absence of the ITEP Program Manager or as directed by the Special Programs Unit Chief.
  • Works with project sponsors other state agencies and the districts to ensure the accuracy and completeness of project application submittals and discusses the merits of the projects proposed for SRTS funding.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelors degree majoring in business administration finance management accounting economics or statistics PLUS two years of experience in highway planning and programming accounting managing a fiscally constrained program or a combination thereof OR eight years of experience in highway planning and programming accounting managing a fiscally constrained program or a combination thereof.

Preferred Qualifications

  • Ability to effectively monitor and analyze data and provide accurate and timely program information.
  • Experience in managing multiple projects and tasks while meeting deadlines.
  • Ability to analyze federal and state data regulations to comply with reporting requirements.
  • Experience with SharePoint Excel and Word.
  • Strong oral and written communications skills.

This position will change from the Technical Manager IV classification to Transportation Executive II in the near future as part of the completion of this ongoing administrative alignment project.
