Responsibilities and Duties Include:
Provides strategic leadership and oversight of the entire Facilities department and sets a clear direction for the successful delivery of services that support the colleges mission values and goals.
Ensures all college facilities are maintained in a safe accessible and sound manner and that all future facilities are designed and built in a professional code compliant and sustainable manner.
Participates in the planning and implementation of collegewide strategic goals and recommends actions to accomplish and sustain these goals.
Establishes department-wide goals that are aligned with college-wide strategic initiatives; analyzes outcome metrics to evaluate overall performance and identifies alternative solutions to address any issues.
Develops departmental-wide policies procedures standards and guidelines that foster a culture of excellence and which enhance and promote effective operations.
Promotes innovative uses of technology and ensures department-wide use of best practices including the use of work order systems and quality control systems.
Provides fiscal oversight to the departments operational and financial administration to optimize processes that produce fiscally prudent results including preparing and submitting budget recommendations advising on anticipated budget requirements and administering the approved budget.
Leads building and preventative maintenance initiatives including routine facility condition audits and strategic deferred maintenance planning on both annual and long-term timelines; prioritizes tasks based on urgency of requests.
Provides administrative leadership for the preparation and approval of the colleges capital outlay planning which includes budget development master planning educational plant surveys capital improvement plans project priority lists and state required reporting.
Administers the colleges capital outlay program to deliver projects on schedule within budget and in accordance with regulatory requirements.
Oversees the selection and management of design professionals contractors and construction managers ensuring top talent is recruited and retained.
Oversees the direction development and use of all contracts and agreements within the department to provide an effective efficient and compliant operation; builds professional relationships with contractors vendors and professional service providers.
Promotes and facilitates a proactive safety-first approach work environment which includes ensuring all personnel are properly trained work is conducted in a safe and environmentally friendly manner and is compliant with applicable health and safety standards.
Develops real estate strategies that support college programing and directs the property acquisition process for the college; manages and maintains real estate assets held for long-term use.
Oversees and promotes the development of energy management and conservation efforts to reduce energy use and waste.
Serves as a member of the colleges Emergency Management Team and participates in the emergency recovery and operations plans; directs implementation within department/scope of responsibility.
Serves as liaison between the College and the Florida Department of Education in facilities matters maintaining and fostering professional relationships.
Oversees human resource functions and personnel to include providing direction vision and annual evaluation to direct reports; assesses staffing needs and leads recruitment and retention efforts.
Participates in professional organizations to maintain awareness of new trends and developments in core areas of responsibility; incorporates and supports department-wide professional development.
Complies with all published College Rules procedures guidelines and laws/regulations governing public employees including but not limited to those related to document retention and destruction FERPA and confidentiality.
Strictly honors the privacy security and confidentiality of student records and other sensitive information according to appropriate state federal and college regulations policies and procedures.
Provides service excellence through courteous informed accessible and professional engagement.
Performs other duties as assigned.

QUALIFICATIONS
Required: A bachelors degree in architecture engineering building construction or a related field with at least (6) years of progressively responsible work experience in facilities management as well as experience in budgeting and construction/maintenance-related fiscal controls. Prior supervisory experience leading related areas is required. A combination of relevant education and/or experience equal to ten (10) years will be considered.
Additional Requirements: A criminal background check will be conducted. Applicants must have a valid Florida Class E Operator (drivers) license and be authorized to drive for the college. Must have working knowledge of applicable building codes and regulations including but not limited to State Requirements for Educational Facilities (SREF) Florida Building Code Florida Statutes and Americans with Disabilities Act (ADA).
Preferred: A masters degree in business engineering building construction or a related field with prior work experience in a higher education institution.
