Job Description

Introduction

**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

Purpose

The ERS Fiscal Services Assistant performs payrollfinancial and administrative functions to support the efficient operation ofthe City of Milwaukees Employes Retirement System (ERS).

Essential Functions

Payroll:

  • Edit and approve payroll records received from employer agencies.
  • Reconcile wage and contributions data for errors produced as part of the file validation process.
  • Identify underlying reasons for errors and follow up with employer agencies to resolve issues.
  • Answer employer inquiries and address discrepancies.

Finance:

  • Assist with the annual actuarial valuations by providing and researching data for active and deferred members retirements withdrawals and deaths.
  • Assist in benefit calculations by researching and verifying that salary service history and contribution data are accurate.
  • Assist in the preparation of the annual employee pension earnings statements.

Administrative:

  • Maintain the job status of active and deferred members in the pension administration software including resignations suspensions terminations and layoffs.
  • Maintain the work history of members by identifying and resolving payroll and service history errors made by employers ensuring appropriate corrections are made.
  • Monitor and record demographic and status changes of separated members.
  • Review and process manual adjustments to member accounts including adjustments from employer agencies lawsuits and collective bargaining agreements.
  • Cross-train and serve as a backup for the Benefit Services Coordinator.
  • Provide backup support in preparing and submitting Wisconsin Retirement System (WRS) wage and contribution reports to the Wisconsin Department of Employee Trust Funds.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixed-term position.
  2. Bachelors degree in accounting finance business administration or a closely related field from an accredited college or university.
  3. One year of progressively responsible accounting or financial analysis experience in an office setting performing duties closely related to the essential functions listed above.

Equivalent combinations of education and experience may alsobe considered.

Desirable Qualifications

  • Experience using software programs in contemporary accounting and financial administration processes including Microsoft Excel and Access.

Knowledge Skills Abilities & Other Characteristics

Technical:

  • Knowledge of accounting principles procedures standards and practices.
  • Knowledge of human resources policies and procedures relative to payroll and record keeping.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Knowledge of customer service best practices and the ability to effectively integrate them into operational processes.
  • Ability to read and interpret work-related documents and apply complex rules and regulations.
  • Ability to learn and effectively manage data in Access and other software programs.
  • Proficiency in standard computer applications such as Outlook Microsoft Word PowerPoint and Excel.

Communication and Interpersonal:

  • Verbal communication skills to share information and respond to questions clearly.
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to maintain effective working relationships with fellow staff management other City staff elected officials vendors and the public.
  • Ability to work independently and function as part of a team.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from ones own.

  • Ability to think critically and analytically to solve complex financial situations.

Current Salary

The current salary range (Pay Range 5GN) is$54989-$66689annually and the resident incentive salary range for City of Milwaukeeresidents is$56639-$68690.Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.

Selection Process

THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Employes Retirement System reservesthe right to call only the most qualified candidates to proceed in theselection process. Information from the selection process will be used to makea hiring decision. Selected candidates will be transferred and/or promoted tothe position.

INITIAL FILING DATEThe selection process willbe held as soon as practical after the deadline listed above. Receipt ofapplications may be discontinued at any time after this date without priornotice. However recruitment may continue until the needs of the City have beenmet. The applicant is responsible for attending all phases of the selectionprocess at the time and place designated by the hiring authority.

NOTE:Transfer/Promotional Opportunities andPromotional Examinations are not open to Milwaukee Public Schools employees orthe public. Only current City of Milwaukee employees and civilian personnel inMFD and MPD hired through a City Service Commission process who havesuccessfully passed a probationary period for a Civil Service position or who havestatus as a City of Milwaukee employee in a fixed-term position will beconsidered. Individuals with exempt provisional temporary or emergencyappointments are not eligible for transfer.
