ASSYST is seeking an experienced Solicitation Development Specialist to manage the creation and coordination of procurement and solicitation packages for our State client in Austin TX.
The ideal candidate will possess a current knowledge of business trends government regulations and software licensing practices. This role involves collaborating with Subject Matter Experts (SMEs) and various departments including IT and Legal to ensure that solicitation documents are comprehensive compliant and effectively meet program needs. The specialist will rely on their experience and judgment to plan and accomplish goals working under limited supervision with considerable latitude for initiative.
Job Type: Contract (Corp to Corp/C2C or 1099) Job Location: Austin TX (Hybrid - Mondays Tuesdays Wednesdays Onsite)
Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.
Key Responsibilities
Actively coordinate and participate in the editorial duties for the development of solicitation packages.
Collaborate with HHSC Subject Matter Experts (SMEs) on the inclusion of program-specific information for procurement documents.
Provide high-level technical assistance to Medicaid & Chip Services (MCS) HHSC IT and other staff regarding procurement processes and approaches.
Coordinate organize and analyze procurement requirements from multiple program areas within MCS and partner departments.
Work closely with Procurement and Contracting Services (PCS) and Legal Services staff to determine appropriate solicitation methods timelines and manage the procurement process.
Serve as an SME in assigned workgroups and training activities including developing presentations for management and staff.
Effectively find manufacturers for technology products or services ensure order fulfillment with vendors and negotiate pricing and delivery schedules.
Qualifications and Experience Must have Requirements
5 Years: Experience drafting Requests for Proposals (RFPs) within state health agencies.
5 Years: Experience leading Joint Application Design (JAD) sessions to elicit requirements from stakeholders.
5 Years: Experience developing key performance measures for solicitations and resulting contracts.
Preferred Qualifications
5 Years: Experience in Texas Medicaid.
5 Years: Experience creating process flows for AS-IS and TO-BE models.
5 Years: Knowledge of the State of Texas Procurement and Contract Management Guide.
5 Years: Experience negotiating large contracts.
5 Years: Experience performing quality assurance activities on large projects.
General Requirements
4-7 years of experience in the field or in a related area.
Familiarity with standard concepts practices and procedures within the procurement field.
A certain degree of creativity and latitude is required to plan and accomplish goals.
Ability to work under limited supervision with considerable latitude for the use of initiative and independent judgment.
Certifications (Preferred)
Certified Texas Contract Developer (CTCD)
Certified Texas Contract Manager (CTCM)
