Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County.
Our services include spurring community investment through the provision of homebuying programs partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building. Harris County Housing & Community Development manages the Harris County Treasury ARPA Affordable Housing Portfolio.
Project Assistant Overview:
The Project Assistant position will report to the Program Manager of Treasury ARPA Single Family Acquisition and Resale Program (TASFAP) and will assist in managing the programs property acquisition sales processes and managing of inventory and homebuyer driven program.
This program is designed to provide funds for the acquisition of newly constructed single-family homes located in Harris County and the resale of the homes as well as subsidy assistance to eligible low-medium income households using the Harris County Community Land Trust (HCCLT). In partnership with the HCCLT TASFAP will provide a wide range of decent safe and affordable homeownership opportunities for low-medium income homebuyers while ensuring that the housing stays affordable for future low-medium income residents.
Duties & Responsibilities:
Supports the division with assistance to affordable housing development portfolio
Prepares responses for projects general administration including distribution filing and mail processing responding to questions meetings notes and minutes
Meets deadlines and works efficiently without ongoing direct supervision
Maintains databases project and program files
Compiles records and prepare reports
Participates in outreach and marketing programs to underserved areas of the County
Establishes and maintains effective working relationships with co-workers administrators staff from partner agencies and the general public
Coordinate with homebuyers lenders and realtors during homebuyer process to maximize efficiency
Establish relationship with homebuilder and developer for acquisition of single-family property for the program
Establish ongoing relationships for TASFAP with realtors and participating lenders throughout the Houston areas
Develop presentation and host training for realtors and lenders on TASFAP and Harris County Community Land Trust (HCCLT) sales process
Communicate to homebuyers lenders realtors and internal/external inquiry on the programs sales process
Coordinate with program manager on creating and ongoing improvement of home sales process (SOP)
Follow the programs SOP and guideline for all acquisition and sales of TASFAP property.
Assist in coordinating with lender buyers agent title company and County attorney office on contract signing and closing
Coordinate with utility company to connect/disconnect power water gas for all TASFAP inventory
Review and process vendor invoice payment request for utilities annual HOA and other expenses
Other responsibilities include financial management membership relations home sale process stewardship of ground leases coordination of Harris County Central Appraisal District (HCAD) accounts and rental properties and other assigned general operations of the organization including contractor and vendor contract management.
Other duties as assigned.

Education:
Bachelors Degree
Experience:
Three (3) years as a practicing licensed real estate agent in Texas.
OR
Three (3) years of experience in any of the following: urban planning housing & community development non-profit housing development in a land trust real estate shared equity development framework or affordable housing development
Licensure:
Must have a valid Drivers License (TX upon hire)
Knowledge Skills and Abilities:
Excellent written verbal communication and presentation skills
Understanding of the legal contract and general practice of real estate acquisition/sales in Texas
Knowledgeable of Houston-area lenders real estate groups and builder/developer
Ability to effectively establish and maintain partnerships with internal/external stakeholders
Proficient in residential estate financing and have understanding of mortgage loan process
Must understand mortgage loan documents such as Fannie Mae 2100 Ground Lease AgreementsLE CD & credit
Ability to multitask prioritize and manage time and project effectively
Create and maintain database/record of eligible applicant(s) file
Ability to use office equipment computer laptop as well as software such as Words & Excel

Knowledge of the Community Land Trust model of affordable housing delivery community development and grants management.
Texas Real Estate License
Position Type and Typical Hour of Work:
Full-Time Grant-funded
Monday Friday 8 a.m. 5 p.m. Or a varied schedule no less than 7:30 AM to 4:30 PM.
Work Environment:
Work is approximately 70% sedentary and 30% travel within Harris County and outside of the County for required trainings and meetings.
The job is primarily performed in a professional office environment but may travel to residential home construction sites and various programs property inventory locations throughout Harris County.
Physical Demands:
This is primarily a sedentary role; however working with files is required.
This would require the ability to lift up to 10 pounds and bend and stand as necessary
Employment may be contingent on passing a drug screen and meeting other standards.
