Lead Community Building Assistant

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness poverty and addictions. The Blackburn Center is an innovative program that will offer integrated housing health care and employment services with the long-term goal of eliminating homelessness. We seek to change how these services are delivered to all people especially vulnerable populations.

The Blackburn Center Lead Community Associate performs a variety of specialized semi-skilled/skilled cleaning tasks and minor maintenance repairs in support of the Blackburn Center Housing Department. This position is responsible for cleaning and maintaining the interior and exterior of the Blackburn Center parking area and their surrounding grounds. This position also monitors building activities and is an integral member of the Blackburn property management team

Schedule: Monday - Friday 7:00am to 3:30pm

Compensation: $20.17 per hour

MINIMUM QUALIFICATIONS:

• Must have a High School diploma or GED or be able to obtain within one year of hire.
• Must have an active Oregon Department of Agriculture Pesticide Apprentice License or obtain within one year from date of hire.
• Must have 6 months experience and/or training in building maintenance interior/exterior janitorial and grounds work.
• Must attend 8 hours of continuing education classes yearly in order to renew ODA Pesticide Apprentice License.
• Must pass a pre-employment drug screen and background check.
• Must be able to read write and understand English.
• Must have basic computer skills including Word Excel Email and basic file management.
• Must generally have the ability to walk bend stoop kneel squat twist reach pull and lift heavy objects and climb stairs with reasonable or no accommodations.
• Ability to adhere to Central City Concerns drug-free workplace which encourages a safe healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of employee shall not in the workplace unlawfully manufacture distribute dispense possess or use a controlled substance or alcohol
• Must possess a current drivers license and pass a DMV background check within 90 days of hire. Must be designated an acceptable driver as outlined in Central City Concerns Fleet Safety Policy. Must pass an initial driver training and an annual recertification training.
• Will be required to carry a CCC issued smart phone and abide by CCCs phone policy.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Provide training and support to new and existing Residential Community staff as needed and when directed.
• Perform a variety of janitorial services to maintain the interior and exterior of commercial institutional and residential buildings parking structures and their surrounding grounds.
• Maintain a comfortable safe and sanitary living environment in the residential building.
• Perform preventative pest control treatments of vacant turnover units (once licensed as an ODA Pesticide Apprentice.)
• Maintain common area flooring including but not limited to vacuuming scrubbing stripping mopping and waxing floors.
• Perform detailed cleaning including bio-hazards/pest control and special projects.
• Identify pests such as roaches ants bed bugs and rodents and report to the Blackburn Center Residential Community Manager.
• Promptly perform follow-up cleaning after pest control treatments including vacuuming of pests and disposal of bed bug infested property.
• Performs dump runs as necessary.
• Assist with full building inspections including but not limited to pests and general maintenance conditions.
• Perform minor upkeep room inventory and vacant room and/or unit preparation tasks.
• Perform routine upholstery care as needed.
• Safely and properly operate and maintain hand tools power tools and special industrial cleaning equipment.
• Safely and properly use residential and commercial cleaning chemicals.
• Perform tasks including but not limited to: cleaning and maintaining of all common areas of the building including cleaning windows trim blinds and/or shades doors and trim floors cabinets countertops appliances and fixtures.
• Perform garbage removal and recycling.
• Responsible for the ordering of cleaning supplies supply inventory and tracking.
• Responsible for keeping management informed of supply and equipment needs. Report hazardous or emergency conditions to Supervisor.
• Conduct regular and periodic inspections of common areas.
• Assist Residential Community Manager with customers key responsibilities.
• Properly and safely operate cell phone or two-way radio.
• Greet and answer queries from residents and building visitors and provide information and updates to staff.
• Assist with answering of phone calls direct to appropriate staff take messages and promptly deliver notices and other documents as and when assigned.
• Maintain daily shift logs update building rosters and other reports.
• Monitor security cameras as and when assigned.
• Collect random and required observed urinalysis as assigned by supportive housing or property management administrative staff.
• Update lobby area with appropriate health and social services related information as and when directed.
• Inventory label and store tenant property.
• Adhere to safety policies and procedures.
• Work as a member of the Blackburn Center multi-disciplinary team to deliver comprehensive client centered and trauma informed integrated services.
• Actively participate in the integration of services at the Blackburn Center and identify new opportunities to improve collaboration between and within service and care teams while carefully following information-sharing guidelines.
• Proactively identify opportunities for improvement within Blackburn Center workflows and logistics. Participate in review of Blackburn Key Performance Indicators; review and contribute to continuous improvement opportunities and plans.
• Build understanding of and appreciation for diversity among Blackburn Center clients and support their connection to culturally responsive and culturally specific services as requested.
• Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality privacy and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department as well as to your supervisor or their designee.
• Perform other duties as and when assigned.

SKILLS AND ABILITIES:

• Knowledge of proper method of cleaning practices and equipment used in janitorial.
• Knowledge of and experience in light maintenance and repair.
• Ability to effectively and courteously communicate and interact with a wide variety of people including tenants clients co-workers corrections personnel police merchants the general public and supervisor on the telephone and/or in person.

• Knowledge to apply applicable safety policies and procedures including Material Safety Data Sheets (MSDS).
• Ability to apply workplace and job-site safety standards.
