Description

The Department of Procurement Services is growing! We are seeking a highly qualified Management Analyst Senior to join our award-winning Procurement Card (P-Card) Team. This role is essential in supporting audit compliance and process improvement functions that strengthen the Citys procurement practices. The P-Card program has earned the prestigious Achievement of Excellence in Procurement (AEP) Award reflecting our commitment to innovation transparency and accountability. As part of this dynamic and collaborative team your contributions will help drive fiscal responsibility policy compliance and operational efficiency across the City of Richmond.

Hiring Compensation Range: Up to $87961

Duties include but are not limited to

Program Oversight & Compliance

  • Serve as the Citys subject matter expert for procurement card policies and fraud mitigation
  • Lead implementation of internal audit recommendations and compliance initiatives
  • Monitor program-wide adherence to reconciliation timelines purchase approvals and regulatory thresholds

Auditing & Risk Management

  • Conduct detailed audits to assess transaction compliance documentation accuracy and approval workflows
  • Investigate and escalate potential misuse such as split transactions or excessive spending
  • Prepare audit reports with findings recommendations and corrective action plans

Training & Education

  • Design and deliver engaging training sessions for cardholders approvers and staff
  • Develop and maintain online learning platforms (e.g. NeoGov)
  • Promote consistent application of procurement rules across departments

Process & Program Management

  • Manage cardholder lifecycle (application limits deactivation) in coordination with HR and Works
  • Collaborate with cross-functional teams including Finance IT and Bank of America
  • Support payment processing and troubleshoot issues within Bank of Americas Works platform

Performance & Innovation

  • Track spending trends vendor usage and SWaM participation metrics
  • Research and implement enhancements like virtual cards and ePayables
  • Develop KPIs and present updates to senior leadership
  • Lead fraud prevention efforts and update escalation protocols as needed

Qualifications Special Certifications and Licenses

KNOWLEDGE SKILLS AND ABILITIES:

  • Comprehensive knowledge of purchasing card programs procurement regulations financial compliance frameworks and internal auditing standards.
  • Strong analytical and critical thinking skills with the ability to interpret complex data identify risks and develop effective solutions.
  • Excellent written and verbal communication skills including experience preparing detailed reports and delivering executive presentations.
  • Proven ability to develop and deliver engaging training and educational programs to diverse audiences.
  • Demonstrated leadership and influencing skills to effectively lead change management initiatives and foster collaboration across departments.
  • Strong collaboration and interpersonal skills with the ability to build and maintain productive relationships with stakeholders at all organizational levels.
  • High ethical standards discretion and sound judgment in handling sensitive financial information and enforcing policy compliance.
  • Adaptability learning agility and a proactive mindset to anticipate risks stay current with evolving regulations and implement continuous improvements.
  • Effective time management and organizational skills to prioritize and manage multiple competing projects and deadlines.
  • Customer service orientation with a commitment to responsiveness and support for city departments and cardholders.
  • Resilience patience and tact when addressing compliance issues audit findings and program challenges.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in Business Administration Public Administration Finance Accounting or related field (Masters preferred).
  • At least 5 years of progressively responsible experience in procurement auditing finance or compliance.
  • Strong understanding of procurement card programs financial controls and policy enforcement.
  • Proficiency with Microsoft Office (especially Excel) Oracle ERP NeoGov SharePoint and similar platforms.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Certification such as CPCP CPPO CIA or related credential.
  • Experience in public sector procurement and/or auditing.
  • Familiarity with process improvement methodologies (Lean Six Sigma).

The working conditions may not include environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
