The job holder is expected to support the work of the MENAEE Regional Evaluation Unit to implement its Regional Evaluation Strategysupporting WFP Country Offices in the Middle East North Africa and Eastern Europe regions to plan manage and make use of independent evaluation in support of WFP accountability and learning objectives in full respect of WFP Evaluation Policy requirements. Working as part of WFPs HQ-based Office of Evaluation the Unit is also actively engaged in evaluation capacity development both of WFP staff and counterparts in partner governments and in building and promoting a culture of evaluation and evidence across the region in the specific thematic priorities of WFPs work. The thematic focus of the Units work follows very closely the priority areas of WFP Country Offices work specifically in emergency response and more generally across the humanitarian development nexus.

In line with the objectives of the Corporate Evaluation Strategy professional development of staff in evaluation is a priority in the Regional Evaluation Unit. Staff can avail themselves of a wide variety of online training resources in evaluation and will benefit from hands-on support from the Head of Unit in day-to-day work who has long experience supporting the development of more junior colleagues in the theory and practice of international development evaluation. A key resource that guides these efforts is the UN Evaluation Group Competency Framework for UN evaluators which provides a core framework for WFP evaluation staff personal development as well as their expected professional performance while at WFP.

Title: Evaluation Officer UNV
Duty station: Cairo Egypt
  • Working under supervision provide relevant support to Country Offices at all stages of the evaluation management cycle (evaluation design procurement inception data collection and analysis stage and report writing and finalisation dissemination of evaluation findings review of management responses)
  • Support Regional Evaluation units initiatives in the area of evaluation dissemination and use including preparation of summaries of evidence as well as the units inputs into programme cycle deliverables as well as targeted learning events when relevant
  • Support the unit and the broader Office of Evaluation on key tasks linked to the development of the independent evaluation function in WFP such as evaluation guidance development; analysis of current performance and future plans for the evaluation function; as well as essential administrative tasks including keeping key databases up to date (e.g. the Office of Evaluation management information system) as well as other activities of importance to the Unit as necessary.

Required education: Bachelor degree or equivalent

Advanced university degree in International Development Economics Social

Science or other relevant field or First University degree with an additional years

of related work experience and/or training/courses or related fields


Required experience: 8 years

Education: Advanced University degree in International Affairs Economics Nutrition/Health Agriculture Environmental Science Social Sciences or other field relevant to international development and humanitarian assistance or First University Degree with additional years of related work experience and/or trainings/courses. Formal study of social science research methods and techniques (both quantitative and qualitative) as well as direct experience of programme design and/or management preferred.

Experience: Minimum eight years of recognized and certified experience in the fields of international development and humanitarian cooperation including substantive prior experience working with monitoring and evaluation preferably with NGOs UN agencies.

Knowledge & Skills: Solid quantitative and qualitative analysis skills including experience with relevant data analysis platforms (Excel SPSS Stata EnVivo). Advanced IT literacy

General Skills:

  • Excellent oral and written skills; excellent drafting formulation reporting writing skills.
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in Geopolitics International Affairs Conflict Analysis Evaluation as a driver of SDG implementation volunteerism as a mechanism for durable development and the UN system.

Languages:Fluency in English.
