Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced and qualified professional to serve as an ERP Applications Analyst. This position supports all aspects of financial applications including implementations maintenance configuration systems administration project tasks enhancements and upgrades. While this is a technical role this individual will also partner with stakeholders in the Finance Budget Accounting and Grants Management business units to understand and support functional requirements for fiscal operations.
Additional responsibilities include:
Serving as a subject matter expert (SME) for Oracle Fusion Cloud Financials ERP modules.
Participating in current ERP implementation project and sunsetting of legacy financial application.
Monitoring troubleshooting and resolving functional and technical issues within the ERP system ensuring minimal disruption to agency operations.
Performing system configuration testing and maintenance to ensure ERP functionality aligns with state and agency business requirements.
Supporting interfaces between Oracle Fusion Cloud ERP and the Cardinal Financial System (Department of Accounts).
Supporting integrations with eVA (Virginia Department of General Services electronic procurement system) to streamline purchasing and vendor management processes.
Working closely with Finance Procurement and project teams to gather requirements and translate them into system solutions.
Coordinating and performing system upgrades patches and enhancement testing to ensure compatibility and performance.
Developing and executing test scripts for functional integration and user acceptance testing.
Maintaining detailed system documentation and change logs in compliance with state IT policies.
Providing second-level support for agency users.
Developing user guides training materials and conducting training sessions for end-users to improve system adoption and competency.
Providing user access and maintaining user roles in compliance with state and agency policies.
Acting as a liaison between DBHDS VITA DOA (Department of Accounts) and DGS (Department of General Services) for ERP-related initiatives.
Supporting project managers and leadership in ERP-related projects and strategic initiatives.
Monitoring system performance: Utilize Oracle Cloud Console Metrics Explorer to view availability usage and performance information to ensure that the Oracle ERP Fusion application is running smoothly without downtime or performance issues.
Checking system logs: Reviewing applications databases and service logs for potential errors or issues.
Leading change management activities in support of successful adoption of new capabilities.
Participating in audits relevant to BIA SSP APA OSIG and other audits.
Minimum Qualifications
Experience in an applications analyst/administrator role supporting ERPs or financial systems.
IT experience supporting Oracle Cloud Applications.
IT experience supporting Financial Applications.
Experience working in Virginia state government.
Experience performing data conversions from one system to another.
Knowledge of VITA IT security standards and policies.
Ability to lead process improvement initiatives and optimize ERP functionality.
Additional Considerations
Oracle Cloud certifications.
AWS Cloud experience and or certification.
